Subject: Adopt Ordinance 2015-01 Setting Water Rates for FY16=FY20
1. WHY THIS MATTER IS BEFORE THE BOARD

Board action is required to adopt District Ordinance 2015-01 setting water rates for
FY16 through FY20.
2. HISTORY
In April 2015, the District contracted HDR Engineering to update the 2013 Water Rate
Study to address the following issues:
• Implement an accelerated pipeline replacement program to reduce the District's
unaccounted for water;
• Provide an actual cost of service to pumping zones; and
• Fund the State mandates requiring the District to reduce consumption by 28%
from consumption in 2013 levels including compliance and education for
customers.
On May 20, 2015, staff presented a 10 year rate study with a 5 year focus. The Board
directed staff to proceed with the rate increase process in order to implement the
maximum proposed increases of 6% in 2016, 5% in 2017, and 3% in 2018, 2019, and
2020.
On June 3, 2015, the Board approved the notice of proposed water rates for 2016
through 2020 and set the public hearing for August 19, 2015, at 6:OOpm to receive and
consider public input .
On July 15, 2015, staff presented the Water Department's Capital Improvement
Program.
3. NEW INFORMATION
The FY16 through FY20 rates would be implemented the first bill printed after January
1, of each year.
As of August 14, 2015, five written protest were received (included as Attachment 1).
4. FISCAL IMPACT
Raising rates as proposed will increase the District's water revenue by approximately
$6401000; $580,000, $370,000, $410,000 in the years 2016, 2017, 2018, 2019, and
2020 respectively.
5. RECOMMENDATION
Adopt Ordinance 2015-01 setting maximum water rates for FY16 through FY20.

I own the property at 13570 Donner Pass Rd, Truckee, CA, APN
and I am the rate payer.

I am against the rate increase and wish to enter a prop 218 NO vote.
As a side note, I am distressed that you hired HDR Engineering, Inc. to substantiate
another rate increase. I am familiar with their dealings, since early 2013, with
Sapramento Suburban Water District (SSWD). HDR Engineering has a record of
inaccuracies. They are highly biased, use unrealistic basic premises, and are
prone to exaggerated projections. At the conclusion of their consultation, SSWD
elected to modify HDR Engineering's recommendations. Two years later, HDR
Engineering's predictions for SSWD have proven inaccurate.

This letter is in opposition to the proposed water rate increases.
My first concern it the fact that you are asking fora 20% increase in our water rates over the next five
years. This is excessive.
My second concern is being a second home owners we almost never exceed our monthly rr�inimum charge
in water usage. It is unfair to penalize those of us that use the least amount of water.

We are protesting the proposed water rate increase for 2016 through 2020.
We have owned a vacation home in Tahoe Donner since 1991 and are able to use our home
about three to four weeks each year.
It is our understanding that 80% of the homes in Tahoe Donner are not occupied full time
yet these owners are responsible for paying a monthly rate of $57.28 which equates to
paying $687.36 per year for water that is not used.
If you wish to be fair and equitable to all homeowners in Tahoe Donner, as well as other
vacation home developments in Truckee, water rate should be based on the amount of
water used.
Those who live in the Truckee area part time should not be forced to subsidize the water
rate increase for the 20% that live there full time
