Proposed water rate increase Prop 218 public comment. I own the property at 13570 Donner Pass Rd, Truckee, CA, APN 18-362-09-000, and I am the rate payer. I am against the rate increase and wish to enter a prop 218 NO vote. As a side note, I am distressed that you hired HDR Engineering, Inc. to Substantiate another rate increase. I am familiar with their dealings, since early 2013, with Sacramento Suburban Water District (SSWD). HDR Engineering has a record of inaccuracies. They are highly biased, use unrealistic basic premises, and are prone to exaggerated projections. At the conclusion of their consultation, SSWD elected to modify HDR Engineering's recommendations. Two years later, HDR Engineering's predictions for SSWD have proven inaccurate. Sincerely, N4tc/ t qvk� Randall H. My first concern it the fact that you are asking fora 20% increase in our water rates over the next five years. This is excessive. Noy second concern is being a second home -owner, we almost never exceed our monthly minimum charge in water usage. It is unfair to penalize those of us that use the least amount of water. We have owned a vacation home in Tahoe Donner since 1991 and are able to use our home about three to four weeks each year. It is our understanding that 80% of the homes in Tahoe Donner are not occupied full time yet these owners are responsible for paying a monthly rate of $57.28 which equates to paying $687.36 per year for water that is not used. If you wish to be fair and equitable to all homeowners in Tahoe Donner, as well as other vacation home developments in Truckee, water rate should be based on the amount of water used. Those who live in the Truckee area part time should not be forced to subsidize the water rate increase for the 20% that live there full time Thank you, Carol von Raesfeld
