WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY Within the greater Truckee region there is a growing level of interst in Plug -In Electric Vehicles (PEV) and associated infrastructure. At the March 2015 Board meeting staff presened a pilot PEV public access charing station project for two sites in District territory. At the July 2015 board meeting the Board authorized the General Manager to enter into a contract with Greenlots for the Electric Vehicle Service Equipment (EVSE) and on -going back office payment and operation services. 3. NEW INFORMATION A Request for Bid was sent out on August 7, 2015 for the site improvements and installation of the EVSE and appertenances. The Request for Bid was advertised in the Sierra Sun. The bid opening was held on August 25, and one bid was received from R-1 Snow Removal, Inc of Truckee for $79,927. There was one bid irregularity related to Bid Item 1 - Mobilization. The contract documents issued for bid stated Item 1 not exceed 5% of the total project cost, while Item 1 of the R-1 Snow Removal bid was $13,091 or 16% of the total project cost. Because only one bid was received and the project is small and of short duration staff finds this as a minor irregularity that may be waived at the discretion of the Board as it provides no competitive advantage for the bidder. 4. FISCAL IMPACT As this is a pilot project, future reveue, net of transaction fees, are to be deterimined. Sufficient funds exist within the FY15 budget from the Electric General Fund for this project. 5. RECOMMENDATION Find Bid Item 1 as a minor irregularity and did not provide for a competitive advantage, the minor irregularity is waived and the bid from R-1 Snow Removal is responsive. Award the bid for Electric Vehicle Chaging Station 2015 installation to and authorize the General Manager to execute a contract with R-1 Snow Removal, Inc. for the Electric Vehicle Charging Stations for an amount of $79,927 plus a 10% change order allowance for an amount not to exceed $87,920.
