Subject: Consideration of a Contract Extension for the Commercial
Refrigeration Retrofit Program

The success of this specialized program has been verified by our Evaluation,
Measurement, and Vercation (EM&V) results and by the posve response from our
commercial customers. Castrovilla, Inc. has become very familiar with working both
with the District and our commercial customers.
To date, this program has completed 104 projects at 71 sites with an average savings
of over 16,000 kWh annually per project. District commercial customers participating
in the program include convenience stores, restaurants, cafeterias, and hotels. Some
sites participated multiple years as new measures were added to the program. The
2013 program saw the first large project at a grocery retailer who received EC motors
and LED case lighting. Retrofits at that facility were completed in 2014.
3. NEW INFORMATION
This program is winding down but there is an opportunity to do a few more cost-
effective projects. The scope of work for the 2015 Commercial Refrigeration Program
includes the continuation of the measures offered in prior years (door gaskets, strip
curtains, auto door closers, electronically commutated motors, evaporative fan
controllers anti -sweat heater controllers, floating head pressure controllers, and LED
case lighting).
At this time we are near saturation for the program given currently available and cost
effective measures. Opportunities exist at one additional grocery retailer and a couple
smaller facilities. Staff recommends extension of the 2014 contract for one year to
,over 2015 and serve these remaining customers. Past experience with these types
of projects indicate a cost-effective opportunity to achieve over 100,000 kWh net
annual savings and 750,000 kWh net lifecycle savings. Castrovilla, Inc. has
performed well since the inception of the program and they require limited District
resources to effectively close out this program.
4. FISCAL IMPACT
Sufficient funds exist within the FY15 Conservation Department budget for this
program.
5. RECOMMENDATION
Authorize the General Manager to extend the Commerial Refrigeration Retrofit
Program contract with Castrovilla, Inc. for a period of one year for an additional
amount of $60,000 with a 10% change order autorization for an amount not to exceed
$66,000,
