Subject: Consideration of an agreement with the Town of Truckee for
Brickelltown Phase II
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
The Town of Truckee is currently undertaking the Brickelltown Streetscape project.
The project involves undergrounding of overhead utilities, construction of a pedestrian
plaza and sidewalks, realignment of Donner Pass Road and creation of paved parking
spaces. The area of the project is from 10120 Jibboom Street to the traffic
roundabout at the McIver Crossing.
The overall project is broken into three phases.
• Phase 1 -Streetscape and sidewalk
Spring Street and Donner Pass Road
Donner Pass Road. This work began
completed in the late Summer of 2015,
improvements along Jibboom Street,
from 10120 Jibboom Street to 10178
in the late Summer of 2014 and will be
• Phase 2 -Utility undergrounding from 10178 Donner Pass Road to the McIver
Undercrossing roundabout.
• Phase 3 -Donner Pass Road realignment along with sidewalk and streetscape
improvements from 10178 Donner Pass Road to the roundabout.
During the Summer of 2014, the Water Department undertook the Spring Street
Pipeline Rehabilitation project in order to address a problematic pipeline before the
Phase 1 improvements were constructed.
In April of 2015, a Board workshop was conducted to review the project. The
workshop discussed eight properties where replacement of water service laterals
and/or meter boxes is recommended.
The recommended approach to these properties was to have this water system work
included in the Town of Truckee's construction contract for Phase 2.
3. NEW INFORMATION
The Town of Truckee combined the Phase 2 and Phase 3 work into a single
construction contract. The bid schedule for the contract included distinct bid items
that covered the water system improvements.
The bid opening for this contract was held on Tuesday, August 19. Two bids were
received and the apparent low bidder was Q&D Construction of Sparks, Nevada with a
bid price of $3,298,000. The Town of Truckee awarded the contract to Q&D
Construction at its council meeting on August 25, 2015. The overall project is
scheduled for completion in September 2017. Preliminary discussions with Q&D have
indicated that the contractor does not intend to start work on the project until Spring
2016.
The bid items covering the water system improvements in the Q&D bid totaled
$32,200. In addition, the District should pay a proportional share of the common costs
such as design, mobilization, traffic control and storm water control. Therefore, the
total cost to the District would be:

It is recommended that the Board establish a 10 percent change order authorization
associated with the water system construction items.
A draft reimbursement agreement between the District and the Town of Truckee has
been prepared and reviewed by legal counsel for both parties. A copy of the draft
agreement is attached.
4. FISCAL IMPACT
Sufficient funds exist for this project in the Water Department Capital Replacement
Fund. The recommended authorization for the project is $38,914.84 plus a ten
percent change order allowance for an amount not to exceed $42,800.
5. RECOMMENDATION
1.) Authorize the General Manager to execute an agreement between the District and
the Town of Truckee governing water system improvements that are part of the
Brickelltown Streetscape project for an amount not to exceed $42,800.
2) Authorize the transfer of up to $42,800 from the Water Department Capital
Replacement Fund to the Water Department General Fund to pay for the project.
