Why this matter is before the board: Board Authorization is required to award a contract for consulting services. 2. History: The 2004 Water Master Plan identified a planned pump station on the northwest corner of Alder Drive and Comstock Drive. This location is shown on Figure 1. The purpose of this pump station is to pump water into the Prosser Heights area from Gray's Crossing and the 6170 Pressure Zone. The District acquired an easement from East-West Partners at this location as part of the Gray's Crossing project. On September 1, 2006, there were two wells serving the Prosser Heights and Prosser Lakeview area (Prosser Heights Well and Prosser Annex Well). On September 27, the Prosser Annex Well suffered a major failure of the pumping equipment. The well is currently out of service leaving the Prosser Heights Well as the only water source for this area. Over the past five years, there has been a significant deterioration in production from the Prosser Annex Well. The well production has dropped from about 470 gpm in 2001 to about 200 gpm at the time of the pump failure. Property owners with private wells in the Sugar Pine Estates and Alder Hill areas have reported similar reductions in well production. District records show that the groundwater table in this area has been dropping over the past few years. However, no studies have been performed to evaluate the transmissivity, recharge and specific capacity in this area. As noted above the Prosser Heights Well is currently the only source feeding the Prosser Heights and Prosser Lakeview areas. A second supply source is needed to ensure that service can be provided in the event of a failure at the Prosser Heights Well. Two options exist to address this issue: 1) Repair and/or replace the pumping equipment at the Prosser Annex Well 2) Construct the planned Alder Drive Pump Station identified in the Water Master Plan Re-equipping the Prosser Annex Well will be less expensive in the short term. However, the long term viability of the Prosser Annex Well is uncertain given the current trend of groundwater levels at that location. The Water Department Staff recommends that the Alder Drive Pump Station be constructed. It will draw water from more reliable sources and its capacity would be needed in the future anyway, as additional houses are built in the Prosser Heights and Prosser Lakeview areas 3. New information: At the beginning of October, I toured the project site with Glenn Merron of Inland Ecosystems and requested that he submit a proposal to prepare a CEQA Initial study for this project. The proposal is attached: The current project schedule is given below: November 15, 2006—Board Approval of Inland Ecosystems Contract December 20, 2006—Board Approval of CEQA Initial Study January 17, 2007—Public Hearing on CEQA Initial Study February 7, 2007—Adoption of Final CEQA Document May 2007—Begin Construction 4. Recommendation: The Board of Directors accept the proposal submitted by Inland Ecosystems and award a contract for preparation of the CEQA Initial Study associated with the Alder Drive Pump Station project in an amount not to exceed $4,796.00. This proposal includes the environmental and cultural resource tasks associated with construction of the well. Mark Chainey will conduct the Biological Resources surveys. Dr. Susan Lindstrom will carry out the Cultural Resources surveys. I will coordinate all components of the project and complete the CEQA document. Our cost estimate for the survey work and preparation of the environmental document is a "not to exceed" contract amount of $4,796. Table 1 provides a breakdown of all estimated costs associated with this proposal. According to Susan Lindstrom's voice mail, she is away until October 25 and is not able to check phone messages (she must be out of the country). I know her billing rate is $125 an hour. For Inland's budget I estimated her time at 10 hours, which should be sufficient for her research, field work, coordination and reporting. I also gauged her level of effort from previous work associated with conducting the field work and reporting at the District's Corp site with Kathy Neus. Our goal is to ensure that the District is provided with an exceptionally high quality of environmental and cultural documentation to ensure that the project is carried out with the least amount of environmental disturbance. Merron, Ph.D. t WORK AUTHORIZATION ORDER October 11, 2006 This Work Authorization Order confirms the agreement between the Truckee Donner Public Utility District ("District") and Inland Ecosystems ("Contractor"), that Company is engaging Contractor to provide certain services (the "Work," as further defined below). This Work Authorization Order is being provided in accordance with the Scope of Services described below. (i) Description of the Work TASK 1: Conduct special-status plant, bird, and mammal survey in the area potentially affected by the proposed action. A target list of potential sensitive plant species will be identified using data collected from the California Natural Diversity Database (CNDDB) and the USFWS 7.5-minute quadrangle database. A habitat characterization of the project site and adjacent area will be prepared. TASK 2: Conduct a cultural resources Record Search through the North Central Information Center of the California Historical Resources Information System including an archaeological site assessment by a registered professional archeologist. The California Native American Heritage Commission will be contacted for the presence of any Sacred Lands. Consultation with other Native American groups will be completed. TASK 3: Prepare California Environmental Quality Act (CEQA) Initial Study/Proposed Mitigated Negative Declaration for the Alder Drive Pump Station. (ii) Schedule, Completion Date (period for performance of the Work, including the required completion date, if any, and an estimated progress schedule for the Work showing dates for commencement and completion of each of the various subdivisions of Work): TASK 1: Completion date—October 20, 2006 TASK 2: Completion date - November 10, 2006 TASK 3: Completion date—December 22, 2006 (iii) Compensation,Invoicing and Payment: a. Fee. The fee for Work performed by Contractor pursuant to this Work Authorization Order shall be on a"Time and Materials"basis, not-to-exceed $4,796. b. Invoicing and Payment. Consultant shall submit to Company an invoice within seven (7) days after the end of each month on which Work is performed by Contractor hereunder. Payment is due within thirty(30) days of receipt of each invoice. 2 (iv) Other: Tasks, costs and schedules described herein are subject to unforeseen changes in scope and schedule.
