Subject: Consideration to Award a Maintenance Services Contract for the
2015 Water Leak and Paving Repair Project
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires that all service contracts in excess of $15,000 be approved by
the Board.
2. HISTORY
One of the ongoing maintenance objectives for the District's water utility staff is the
reduction of unaccounted for water. The two primary means for reducing
unaccounted for water have been the District's annual capital water main replacement
projects and water distribution system leak repairs performed by the water utility
maintenance and operations crews. Historically, the District's water utility
maintenance crews have repaired 75-100 water system leaks each year, including 80
repairs in 2015 to date.
In an effort to enhance the reduction of unaccounted for water, in March 2015, the
District advertised a request for proposals for leak detection and correlation services.
The District received one proposal and entered into a services agreement with Utility
Services Associates (USA). In August 2015, USA performed leak detection and
correlation surveys along water distribution system pipelines disignated as high priority
by District staff. Distribution system pipelines were prioritized by historical leak data
and existing pipe construction material (welded steel). Working with the assistance of
District maintenance staff, USA pinpointed 26 leaks distributed across the Tahoe
Donner and Prosser Lakview subdivisions.
3. NEW INFORMATION
On September 18, 2015 the District publically advertised a request for bids for the
Leak Repair and Paving 2015 project. Services requested included the contractor
providing a fully equipped leak repair crew capable of performing excavations, water
main pipeline and service leak repairs, excavation backfill, final paving and traffic
control as necessary. Work will be performed under the direction of assigned district
personnel and will be incompliance witha all District and regulatory specifications.
The District received five bids. The table below provides an overview of the bids
received. Staff has reviewed the bids for accuracy and compliance with District
specifications and has determined Longo Inc. to be the lowest responsive bidder.

4. FISCAL IMPACT
Funds for the Leak Repair and Paving 2015 project are available in the Board
approved FY15 Budget.
5. RECOMMENDATION
Award a maintenance services contract for Leak Repair and Paving 2015 to Longo
Incorporated of Tahoe City, CA. at a hourly rate of $495, plus $175 per hour for
additional traffic control as needed, for a total not to exceed an amount of $80,000.
