WHY THIS MATTER IS BEFORE THE BOARD The wages for the District employees must be approved by the Board. 11 2. HISTORY The unrepresented employees (management and technical positions) have generally followed with the same wage adjustments as union employees. Over the past three years' both the union and unrepresented employee wage ranges were adjusted by the October CPI-W for the following year. The employee represented by the union have negotiated a 5% general wage increase on January 1, 2016 and 3% for years 2017, 2018 and 2019. The General Manager was appointed at the last Board meeting as the District negotiator with the unrepresented employees. 3. NEW INFORMATION The General Manager discussed the wage history and practice with the unrepresented employees. Based on discussions with the Board in closed session, staff recommends that the unrepresented wage ranges be increased by 5% on January 1, 2016. The following years on January 1 2017, 2018, and 2019, staff recommends unrepresented wage ranges to be adjusted by the October CPI-W with a floor of 0%. 4. FISCAL IMPACT The cost of the wage adjustment will be included in the District's budget process. 5. RECOMMENDATION Approve unrepresented employees' wage scale adjustments: 2016 - 5% General Wage increase; 2017 - General wage increase based on 2016 October CPI-W floor of 0%; 2018 - General wage increase based on 2017 October CPI-W floor of 0%; and 2019 - General wage increase based on 2018 October CPI-W floor of 0%.
