Subject: Contract with SA Engineering Inc. for SCADA Troubleshooting and
Programming
1. WHY THIS MATTER IS BEFORE THE BOARD
The District Code requires Board approval for all purchases over $15,000.
2. HISTORY
The District has been running the Sandal -Avery Water SCADA since the early 1990's.
The SCADA system is designed to run on a BSD Unix operating system (OS)
platform. This is very old technology, District staff is familiar with the system, but not
experts with this OS. Since installation, the District has not had a software support
maintenance agreement to maintain the SCADA system with SA Engineering.
The system was also designed to operate with a wideband radio communication
system. On January 1, 2013, the FCC required all wideband users to switch to
narrowband radio technology. The District was mandated to make this switch or face
FCC fines and penalties.
Due to lack of support, and the requirement to reduce our radio bandwidth, the
SCADA system has be constantly degrading in its reliability.
The District is in the process of replacing the Sandal -Avery SCADA with a newer,
more supported platform, Wonderware. This replacement is now operating the
Donner Lake water system and will be running the Glenshire water system very
shortly. The Sandal -Avery system is slated to begin replacement next spring, starting
with our well locations. This replacement however, will take several years to
complete.
3. NEW INFORMATION
SA Engineering has provided a proposal to help troubleshoot and re -program the
Sandal -Avery SCADA to accommodate for the narrowband radio changeover, and fix
any issues that have been defined by the Water Operations Team. SA Engineering
developed the Sandal -Avery SCADA for the District back in the early 1990's. They are
the only people who understand how the system is programmed, how to fix the issues,
if they can be fixed, and how to reprogram the existing software and board hardware.
Therefore, this is a sole source procurement.
The proposal is time & materials with an hourly rate of $150/hour and materials of cost
plus 10%.
4. FISCAL IMPACT
Sufficient funds exist in the FY15 Water Operations Budget for this project with an
amount not to exceed $40,000.
5. RECOMMENDATION
Authorize the General Manager to execute a contract with SA Engineering for Sandal -
Avery Water SCADA troubleshooting and programing services with an amount not to
exceed $40,000.
