Subject: Consideration of an Amendment to VMware Contract
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required for expenditures in excess of $15,000.
2. HISTORY
In June of 2011, the District purchased VMware Standard Licensing. This software
gave the District, flexibility, and scalability over its IT Infrastructure while most
importantly provided significant security enhancements. The software has performed
well, but as new versions are released advanced security features are no longer
included in the standard licensing.
The District currently holds annual licensing contracts with VMware in the amount of
$30,000 which was Board approved through the annual procurement process in
December 2017,
3. NEW INFORMATION
The growing demands on the District's IT Infrastructure as outlined in the Board
approved IT Master Plan, require a higher level of security. In order to achieve this
level of security a multi -step approach is needed. The first step was the replacement
of the District's infrastructure hardware which was Board approved and purchased
from Nutanix in October of 2017. The next step is to install software that compliments
and unlocks the security features of the underlining hardware. VMware Enterprise
Plus Licensing was chosen by District staff to address many of the deficiencies found
in the standard licensing and fully unlock the security features of the newly purchased
hardware.
The State of California has competitively bid software from WMware as part of the
Western States Contracting Alliance (WSCA) programs. Local governments, including
the District, are eligible to take advantage of State bids through WSCA. Section
3.08.060 of the District's code (Joint Purchasing with the State of California and other
public agencies) permits the District to take advantage of other agencies low bids
Drovidina that comaetitive Drocurement Drocedures were followed. The District
received four bids for VMware Enterprise Plus based on WSCA from Kovarus,
NetXperts and CDW-G. CDW-G was the lowest bid for a total of $53,466.
4. FISCAL IMPACT
Sufficient funds exist within the approved FY18 Electric General Fund.

5. RECOMMENDATION
Authorize the General Manager to amend the annual licensing contract for VMware
Enterprise Plus from CDW-G in an amount not to exceed $53,466 plus sales tax in a
form acceptable by general counsel.
