Subject: Consideration of Awarding a Contract for Martis Well Maintenance

1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
Over the last few months, Martis Well pump has slowly lost 20% of its pumping
capacity (300gpm). To regain that pumping capacity, the well pump needs to be pulled
and rebuilt before the summer pumping season.
3. NEW INFORMATION
On December 5, 2012, the District issued a request for bids for Martis Well
Maintenance 2013. The bid opening was held on January 9, 2013. Two bids were
received. Carson Pump LLC did not sign their bid and was therefore found to be non-
responsive. The lowest responsive bid was from Layne Christensen Company for the
amount of $25,125. A summary of the bids are in the table below.

4. FISCAL IMPACT
Sufficient funds exist within the approved FY13 budget for this contract.
5. RECOMMENDATION
Award the contract for the Martis Well Maintenance to Layne Christensen Company in
the amount of $25,125 plus a 10% change order authorization for a total amount not to
exceed $27,638.
