Subject: Consideration of Extending the Contract for Line Clearance Tree
Trimming and Pole Clearing
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
There are approximately 135 miles of overhead electric distribution facilities in the
District's service territory, typically located along street and road rights -of -way;
however some are located in backyard easements.
It is critically important for the District to perform annual vegetation management
operations. The goals of the vegetation management program include: ensuring the
safety of the general public and District linemen, reducing fire risks due to tree contact
or electrical sparks igniting brush, preventing customer outages, and maintaining
aesthetics.
In January of 2012, the District received three competitive bids for line clearance tree
trimming. The Board awarded the contract to Asplundh Tree Expert Co. for a period of
one year in the amount of $250,000 with an option to extend the contract for up to two
additional years, increasing the contract by 2% each year.
3. NEW INFORMATION
The first year of the contract is complete and the contractor has performed well.
Asplundh's bid proposal included an optional one and two year extensions. District
staff has been pleased with their performance and recommends exercising the
District's option to extend the contract for the years 2013 and 2014, increasing the
contract 2% each year from the 2012 contract amount or $255,000 and 260,100
respectively.
4. FISCAL IMPACT
Funding for Tree Trimming and Pole Clearing operations are available in the FY13
Budget and will be included in the FY14 Budget.
5. RECOMMENDATION
Extend the tree trimming contract with Asplundh Tree Expert Co. under the current
terms and conditions, for two one-year periods, for an annual amount not to exceed
$255,000 for FY13, and an annual amount not to exceed $260,100 for the FY14.
