Adoption of Energy Efficiency
Targets for SB 10371AB 2021

Background / History
• SB 1037/AB 2021 requires Public Owned Utilities to invest
in all cost-effective, reliable, and feasible energy efficiency
- Must establish annual targets over a 10-year period
- Board must update every three years
• District established first targets in 2007 and again in 2010
- Worked with Northern California Power Agency (NCPA) and
their consultant, Summit Blue (now Navigant Consulting), on
independent studies to establish targets
- In 2007, established a 10-year target of 10,014 MWh
(-0.7%/year)
- In 2010, established a 10-year target of 19,880 MWh
(- 1.1 %/year)

• District, in partnership with NCPA, SCPPA, and CMUA are
in the process of updating targets
— Third 10-year target (covers 2014-2023)
— Navigant Consulting again doing potential study

• New targets are driven by:
— Diminishing returns in energy efficiency
— Changes in regulatory environment
— District's unique load profile
— District's customer base
• New average target of ^-0.80%/year in top half of CA utilities

Recommendation
• Adopt Truckee Donner Public Utility District's energy
efficiency targets for the period 2014 through 2023 as
follows:
— Energy Savings: 121837 MWh
— Demand Savings: 2.037 MW
