WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY In December 2004, the Federal Communications Commission (FCC) announced that all radio licensees operating 25kHz (wideband) systems in the 150-174 MHz and 421-512 MHz bands must migrate to 12.5kHz narrowband channels by January 1, 2013. In December 2012, District staff discovered that Truckee Donner PUD Water SCADA radios would soon be out of compliance with the FCC narrowbanding mandate. 3. NEW INFORMATION Current District Water SCADA radios operate at 452MHz wideband. These radios violate the FCC narrowbanding mandate. The FCC has noted it will remove wideband systems off the air after the deadline or assess heavy fines. Radios operating on wideband may cause interference on frequencies used for public safety. Existing Water SCADA radios will need to be replaced and several radio models were evaluated and tested to check compatibility with legacy SCADA equipment. These new radios will have the capability to operate with both old and new Water SCADA RTUs. After evaluating several models, staff determined the Teledesign model TS4000 radio, will work with the old SCADA RTUs and will also operate on the new Water SCADA RTUs. On January 17th the District went out to bid for replacement of 45 SCADA radios. Four sealed bids were received and a bid opening was held on January 25th. FISCAL IMPACT Sufficient funds exist in the FY13 budget for this purchase radio equipment. 5. RECOMMENDATION Approve the purchase of Teledesign TS4000 UHF Radios with appurtenances in the amount of $78,134 with a 10% change order authorization for an amount not to exceed $85,947 excluding tax.
