Consideration of a Purchase
of Radios for the Water SCADA
System

Background / History
• In 2004 The Federal Communications Commission (FCC)
announced that all radio licensees must migrate to 12.5kHz
narrowband channels by January 1, 2013
• District Water SCADA radios do not comply with the new
regulation for channel narrowbanding

New Information
• Wideband operation violates the narrowbanding
mandate
• Systems in violation can be taken off the air
• Forty five existing Water SCADA radios need to be
replaced
• TeleDesign TS4000 radios passed testing that work with
both the old and new Water SCADA systems

New Information
• On January 17t" the District went out to bid for
replacement radio equipment
• Four sealed bids were received and a bid opening was
held on January 25t"
• Sage Designs, Inc. from Mill Valley, CA was the lowest
responsive bid at $78,134

Fiscal Impact
Sufficient funds exist in the FY13 budget for this purchase

Recommend
• Award a contract for radio equipment in the amount of
$78,134 with a 10% contingency for an amount not to
exceed $85,947 excluding taxes to Sage Designs, Inc.
