HomeMy WebLinkAbout8 Conflict of Interest RevisionsAction Item # 8 Consideration of Adopting Revisions to the District's Conflict of Interest Code February 20, 2013 Background / History • The California Political Reform Act requires multi -county agencies to review and amend it's Conflict -of -Interest code every two years if circumstances require • The law requires that any District position which involves the making or participation in making decisions which may have a material financial effect need to be designated within the code • Last revision, February 18, 2009 by resolution 2 New Information • The Fair Political Practices Commission (FPPC) specific process that the District must follow: • 45 day written comment period —Ended 12/22/2012 • FPPC's 45 day comment period —Ended 12/31/2012 • Notice of Intention to amend existing Code — 9/6/2012 • Adopt the amended Code -Tonight 3 has a New Information cont. • Revisions to the Conflict of Interest Code are • Deleted Section 2.52.005, Financial Interests of Employees • Formatting changes to conform with FPPC • Addition of the IT/SCADA Engineer position • Change in title for the Geographic Information System Coordinator to IT/GIS Operations Manager • Disclosure of category reclassifications for Finance & Accounting Manager, Contract Administrator, Customer Services Manager, IT/GIS Operations Manager, IT/SCADA Manager and Senior Accountant/Analyst 0 Fiscal Impact There is no direct fiscal impact associated with this action item 5 Recommendation Adopt the resolution amending the District's Conflict -of - Interest Code a
