Sphere of Influence Update EIR for the Truckee Donner Public Utility District (TDPUD) EIR Approach (continued) The Sphere Update will not: • Specifically implement or directly result in construction of new facilities. • Change any of the current land use designations. The Sphere Update will: • Establish areas eligible for future annexation and service by TDPUD • May facilitate development within these areas at the level allowed by the applicable General Plan. Sphere of Influence Update EIR for the Truckee Donner Public Utility District (TDPUD) Potentially Significant and/or Significant Impacts The EIR finds that the project (the sphere may result in Significant and Unavoidable in these areas: update) Impacts • Climate Change and Greenhouse Gases (cumulative emissions); and, • Secondary Environmental Effects (growth and concentration of population inducement). Climate Change By creating areas eligible for annexation a n d services, the sphere update may result in development that could: ® Result in a net increase in greenhouse gas emissions a n d could result in a significant impact on t h e environment. (impact 3. 2. 1) Sphere of Influence Update E|Rfor the Truckee Donner Public Utility District( DPU D) Secondary Environmental Effects Growth and development allowed by the General Plans may result in environmental impacts of induced growth. These are considered Secondary Environmental Effects by the EIR. Note — The Draft EIR identifies that the proposed SOIs would not result in any new or greater growth impacts than were disclosed in the general plan EIRs. • By establishing land areas eligible for annexation and provision of water and/or electrical services by the District, the sphere update could induce growth or population concentration that may result in physical environmental impacts. (Impact 3.3.1) • The proposed project, along with all existing, approved, proposed, and reasonably foreseeable development in Nevada, Placer, and/or Sierra counties, could induce growth or a concentration of population that may result in physical environmental impacts. (Impact 3.3.2) Sphere of Influence Update EIR for the Truckee Donner Public Utility District (TDPUD) Project Alternatives Evaluated CEQA requires that an EIR describe a range of reasonable alternatives to the project.
