WHY THIS MATTER IS BEFORE THE BOARD This is the first interconnection agreement between the District and an adjoining water purveyor. There are no established protocols or precedents for authorization, therefore authorization remains in the purview of the Board. 2. HISTORY The District owns and maintains the potable water distribution system in the Sierra Meadows, Ponderosa Palisades and Martiswoods areas. The Placer County Water Agency (PCWA) owns and maintains the potable water distribution system in Timilick, Lahontan and Martis Camp areas, which are located immediately to the south of the District's service area. 3. NEW INFORMATION PCWA has proposed that an emergency interconnection be constructed between the two water distribution systems. Such an interconnection would provide the ability for one agency to supply water to the other in the event of a catastrophic failure of water supply facilities in either system. PCWA currently has such an interconnection with the Northstar Community Services District (NCSD). A draft agreement between the District and PCWA is included as Attachment 1. It is modeled on the current agreement between PCWA and NCSD. This agreement is not intended to cover a situation where water is supplied from one agency to the other on an ongoing basis. The agreement has been reviewed by District Counsel who finds it suitable. The planned location for this interconnection is at the southern end of Star Pine Road as shown on Attachment 2. PCWA has included the construction of this interconnection in its development agreement with the developer of the Timilick project. The District and PCWA have developed a site plan and details for construction of the interconnection. The interconnection will consist of buried vault that houses two isolation valves separated by a removable two foot long section of pipe. After completion of construction, the two isolation valves will be closed and the two foot section of pipe will be removed and stored in the vault. The District will install a chain and padlock on the isolation valve to the east. This requirement for a removable pipe section will protect both systems from an accidental activation of the interconnection. In the event that the interconnection must be activated, it will be necessary for a District crew to proceed to the site, unlock the isolation valve and install the two -foot section of pipe. As noted above, this interconnection is not intended for ongoing use and metering facilities are not included in its design. 4. FISCAL IMPACT There is no fiscal impact associated with approval of the interconnection agreement. The District will incur inspection costs associated with construction of the physical pipeline and vault facilities. There will not be any ongoing costs to the District associated with this interconnection. 5. RECOMMENDATION Approve the water system emergency interconnection agreement between the Truckee Donner Public Utility District and the Placer County Water Agency. Michael D.
