WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY This project is an extension of the SCADA Enhancement Reliability Project, Phase 2. This step involves building a microwave communication link between Red Mountain Hydro (south side of Donner Lake) and Donner Lake Tank (north side of Donner Lake). Fiber Optics were not landed at Red Mountain Hydro. 3. NEW INFORMATION Red Mountain Hydro is located on the south side of Donner Lake. Due to its distance from other district facilities, the cost estimate for a fiber optics installation would exceed $80,000. Staff evaluated a microwave path study to assess the feasibility of an alternate technology. The path study demonstrated that a microwave data link would work well between Red Mountain Hydro and Donner Lake Tank. The data link would support SCADA and security services from Red Mountain Hydro. The map below illustrates the microwave data link. Section 3.08.060 of the District code (Joint Purchasing with the State of California and other public agencies) permits the District to take advantage of other agencies low bids, providing that competitive procurement procedures were followed. The cost proposal is submitted on The Interlocal Purchasing System (TIPS/TAPS), which adheres to the District code. Alpha Omega, Inc. exists on the TIPS/TAPS vendor list. 4. FISCAL IMPACT Sufficient funds exist in the FY13 Budget for the purchase and installation of a microwave technology at Red Mountain Hydro in the amount of $22,461, plus a 10% contingency, not to exceed $24,707, not including tax. The contract will include microwave equipment and labor. 5. RECOMMENDATION Award the SCADA Communication Link project to Alpha & Omega, Inc. in the amount of $22,461, plus a 10% contingency, not to exceed $24,707, not including tax.
