Of these latter properties, a large number are already served 69 the District for water and/or electrical power, while others are adjacent to District water and electrical Jistri6ution infrastructure. Nevada LAPCo is the principal county LArco for Truckee Donner Public Utility District, and is therefore responsible for reviewing all TDPUD proposals, unless pursuant to Government Code Section 56588 the Commission agrees to transfer jurisdiction to Placer LArco and Placer LAf-Co agrees to accept jurisdiction. In order to expedite processing, Nevada LAPCo policy delegates authority for transferringjurisdiction for multi - county district proposals to the Executive Officer, if the proposal is of minor significance and the proposal would benefit the public. This annexation can 6e characterize] as one qualifying for automaticjurisdictional transfer (to Placer LArco) in consideration of the following: 1 . The parcels in question are either already served 6,9 the district, or are adjacent to served properties as well as to district tran5m1ss1on/J1str16ut1on facilities, or (in the case of the UPR properties) subject to a "fringe agreement" between the District and electrical utility CalPeco-Liberty 17-nergy. z. The annexation proposal is consistent with both the District's current sphere of influence as well as the proposed update of the sphere of influence. 5. The District's capacity for providing service has been well documented, in Nevada LArco's cast County Water Municipal Service Review and the preliminary draft of Nevada LArco's municipal service review of the electrical services in the east county area. 4. Placer LArco has indicated it would prefer to process the proposal since the properties are located in Placer County. Therefore, Kathy should contact Kris E)erry, Placer LAFCo executive Officer, to discuss the proposal and Placer LAPCo's application requirements. Nevada LArCo will transfer all the parcel and other data that has been accumulated on the proposal to Placer LArCo and work with Placer LAI=Co and the District to ensure a smooth transfer. it would be appreciated if Placer LArCo would Provide notice to Nevada LA Co at each stage of the annexation process. if I can 6e of assistance at any point, please don't hesitate to call or e-mail tkis office. 5K ..
