Subject: Discussion of Possible Revisions to the District Code and District
Bylaws
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board periodically reviews and updates the District Code to include new or
changed Board policies, new applicable laws, regulations and District procedures.
Only the Board can modify District Code and District Bylaws.
2. HISTORY
The District Code was completely revised in 2010 and has been updated annually
since then. Prior to 2008, the Codes had not been reviewed and revised extensively
for many years.
The Bylaws were last revised in 2007 to reflect the change in the start time of the
Board meetings.
3. NEW INFORMATION
Staff has reviewed the District Code and is recommending changes and updates.
Attachment 1 lists the proposed changes and Attachment 2 is a redlined version of
District Code.
Staff has also reviewed the District Bylaws and is recommending updates to make
them consistent with District Code. Attachment 3 lists the proposed changes and
Attachment 4 is a redlined version of District Bylaws.
4. FISCAL IMPACT
There is no direct fiscal impact associated with this item.
5. RECOMMENDATION
Review the proposed Code and Bylaw revisions and provide direction to staff.
