Subject: Consideration of a Proposed Negative Declaration and
Environmental Initial Study for the 2012 Water Master Plan Update
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required to approve a CEQA Initial Study and direct that it be
circulated.

A draft of the 2012 Water Master Plan Update was presented to the Board on March 7,
2012. A public hearing regarding the Master Plan Update was held on April 4, 2012.
To date the District has not received any comments on the draft Water Master Plan
Update.

Before the Master Plan can be adopted, a CEQA review must be performed. A CEQA
Initial Study has been prepared (see Attachment 1) and is ready for circulation, review
and public comment. Based upon this CEQA review, a Negative Declaration is
proposed.
The current project schedule is given below:
• May 2, 2012 - Review of CEQA Initial Study (tonight)
• June 6, 2012 - CEQA Public Hearing
• July 18, 2012 - Adoption of Master Plan
• August 1, 2012 - Public Hearing on Ordinance to Adjust Facility Fees
• September 5, 2012 - Adoption of Ordinance to Adjust Facility Fees
4. FISCAL IMPACT
There is no direct cost associated with approval of the Initial Study.
5. RECOMMENDATION
a) File the proposed Negative Declaration and Environmental Initial Study with the
Office of the Nevada County Clerk and Office of the Placer County Clerk
b) Circulate the proposed Negative Declaration and Environmental Initial Study with
responsible and interested agencies, and with the State Clearinghouse;
c) Schedule a public hearing for the proposed Negative Declaration at the June 6,
2012 Board meeting.
