HomeMy WebLinkAbout13, WS Water SCADAWorkshop Item # 13 Discussion of the Water SCADA Replacement Project May 2, 2012 Background / History • SCADA systems were built in the early 1990's — Three systems include the District's main area, Glenshire, and Donner Lake — Systems normally last 6 to 10 years — Current systems are not expandable and cannot interact with each other — Do not meet current industry standards • In July 2009, the Board awarded a contract to Carollo Systems for engineering services — Phase 1 dealt with collection of system information and evaluation — Phase 2 involved design, specifications and cost estimates 2 New Information • Carollo Systems has compiled a Technical Memorandum (TM) with the results of Phase 1 and 2: — Why the District should upgrade — General and basic SCADA system requirements — Network communication design — Integrated energy management features — Remote terminal unit (RTU) design — Specifications for bidding of system components — Work breakdown structure of construction and implementation of Phase 3 — Engineer's cost estimate for Phase 3 3 New Information (cont.) • Staff has reviewed the TM and recommends the following proposal — Dividing Phase 3 into 4 parts — Performing implementation services of Phase 3 with in-house labor and an outside panel fabricator • Dividing Phase 3 into 4 parts enables: — Ability to spread total cost over time — Flexibility of development — Increase project control — Significant cost savings of $670,000 from Carollo estimate 0 New Information (cont.) • Time line for completion of Phase 3A — Issue RFB for 10 RTUs Summer 2012 — Issue RFP for radios and communication network Summer 2012 — Procurement of hardware and software Summer 2012 — Programming would begin Summer 2012 — Installation would begin Fall 2012 — Completion of Phase 3A Summer 2013 5 Fiscal Impact • The cost for the total SCADA project is projected to be $2.3M — Phase 3A — Phase 3B — Phase 3C — Phase 3D • Funding — $2M has been appropriated in FY12 and FY13 budgets for Water System SCADA replacement project a Recommendation Receive this report and provide comments to staff 7
