WHY THIS MATTER IS BEFORE THE BOARD The Board scheduled a public hearing to receive oral and written comments on the draft 2012 Water Master Plan. 2. HISTORY The current Water Master Plan was adopted in 2004. The main purpose of the 2004 update was to consider the impact that the acquisition of the Donner Lake and Glenshire water systems would have on the overall water system at buildout conditions and to conduct the appropriate analyses to allow the imposition of Water System Facility Fees in the Donner Lake and Glenshire areas. A draft of the 2012 Water Master Plan was presented to the Board on March 7, 2012. The following public information steps have been undertaken since the March 7 meeting: 1) Hard copies of the draft Water Master Plan have been made available at the District office and the Truckee Library 2) The draft Water Master Plan is available on the District's website 3) Letters have been mailed to the Town of Truckee, Nevada County and Placer County, informing them that the draft Water Master Plan is available for public review 3. NEW INFORMATION The tentative schedule for adoption of the 2012 Water Master Plan is: • April 4, 2012 - Public Hearing on Master Plan (tonight) • May 2, 2012 - Review of CEQA Initial Study • June 6, 2012 - CEQA Public Hearing • July 18, 2012 - Adoption of Master Plan • August 1, 2012 - Public Hearing on Ordinance to Adjust Facility Fees • September 5, 2012 - Adoption of Ordinance to Adjust Facility Fees 4. FISCAL IMPACT There is no fiscal impact associated with the public hearing this evening. The draft Water Master Plan recommends adjustment of both Connection Fees and Facility Fees. These adjustments are needed to keep pace with costs of planned projects. 5. RECOMMENDATION Conduct the public hearing to receive comment on the draft 2012 Water Master Plan. Michael D.
