Subject: Consideration of the Award of a Contract for the Purchase of CFL's
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The approved FY12-13 budget includes funding for the District's energy conservation
programs. Many of the District's energy efficiency programs involve hand-outs to our
customers of free specialty screw-in CFL's. One component of our CFL programs,
termed internally as the 'Big 6', are the following screw-in CFL's: a 40 Watt (W)
equivalent globe; a 50W equivalent R20; a 65W equivalent R30; a 65W equivalent
dimmable R30; a 90W+ equivalent outdoor PAR 38; and a 10OW equivalent spiral.
The hand-out of these CFL's has been very successful and cost-effective in the past
and is being continued in FY12-13. Previous purchases of the 'Big 6' included the
estimated quantities of each type of bulb to cover the current year's estimated demand
and allows the District to change the quantities of each bulb to match customer needs
while committing to a total dollar purchase amount.
3. NEW INFORMATION
The District issued a Request for Bid (RFB) on March 14, 2012 that was advertised in
the Sierra Sun. A bid opening was held on March 28, 2012. The RFB was for a
minimum quantity of 8,050 CFL's and a maximum quantity of 13,900 CFL's.
The basis for the bid award is the lowest aggregated bid price for the minimum
quantities times the bid unit prices per bulb type. The maximum contract price amount
not to exceed will be based on the maximum quantities times the bid unit prices per
type of bulb. Three bids were received. All but one bid was found to be responsive.
The results of the responsive bids are included in the following table.

Feit Electric Company was the lowest responsive bidder with an aggregated $28,296.
4. FISCAL IMPACT
The guaranteed minimum contract amount is $28,296 with a total contract amount not
to exceed is $48,275. Sufficient funds exist within the approved FY11 budget for this
purchase.
5. RECOMMENDATION
Award a contract to Feit Electric for the purchase of CFL's in a minimum amount of
$28,296 with a total contract amount not to exceed $48,275 plus tax.
