Subject: Receive and Accept Annual Reports
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board of Directors receives and reviews District reports.
2. HISTORY
The District Code requires various reporting at year end:
• Code Section 4.12.4 requires the General Manager shall submit to the Board of
Directors an annual report summarizing the safety activities for the past year.
• Code Section 8.06.020 requires the General Manager is to submit to the Board of
Directors in January of each year a report of all real property and easements
accepted or abandoned during the previous year.
• Code Section 8.12.010.5 requires the General Manager shall report annually
during the month of January to the Board of Directors regarding the use of the
Board room by outside organizations during the previous year.
3. NEW INFORMATION
a. Safety
In 2008, the District participated in a CaIOSHA Consultation Inspection of the
District's facilities. The visit consisted of an analysis of past injuries and illnesses, a
review of the District's Injury and Illness Prevention Plan (IIPP) and a hazard survey
of the District's facilities. During the Hazard Assessment of the District's facilities, a
few items required immediate attention. This included missing guards on all
grinders, grinding wheels were not within proper distance of the tool rest, mid-rail
was missing on the stairs, guard on the table saw and a frayed cord on a hammer
drill. All items were corrected within 10 days.
The Safety Committee's goal for 2009 is to take an inventory of all chemical
products to make sure that there is a current Material Safety Data Sheet (MSDS) on
hand. The Committee will also begin the review and update of the District's Safety
Manual and Injury and Illness Prevention Plan.
b. Real Property and Easements the District finds it
Every year during the course of taking care of business,
necessary to obtain and on occasion abandon easements. In 2008, the District
accepted 23 easements and abandoned two easements. See attached Tables 1
and 2.
c. Use of the Board Room by Outside Organizations
A number of organizations used the Board and Conference rooms during 2008.
Organizations include public agencies, non-profit groups, community agencies and
private companies. Many organizations use a room monthly, while others use a
room a few times during the year. See attached Table 3.
4. FISCAL IMPACT
There is no fiscal impact associated with the reports.
5. RECOMMENDATION
Accept the three annual reports.
