Thank you for submitting your nominations for the open District seat on the
Nevada Local Agency Formation Commission. Enclosed is a ballot showing the
names of the two nominated candidates. Their statements of interest are also

Please remember: The ballot cannot be photocopied --- only the original ballot

ballot, a copy of the resolution appointing him or her must be included with the
returned ballot.) Lack of this person's original signature on the ballot will

The ballot must be received in the LAFCo office no later than the date stated on
the ballot: Monday, April 30, 2012. Ballots received after 5:00 p.m. on that date

However, please remember --- only the original ballot, signed and returned by the

Finally, the votes will be tallied by LAFCo staff, in the presence of a witness not
affiliated with LAFCo or any nominee, within seven (7) days. Any person who
wishes to witness the tally should call the LAFCo office to learn the date, time and
place of the tally. Results of the election will be sent to each special district and
each nominee.

Bio for Nick Wilcox
Nick Wilcox was elected to the Nevada Irrigation District Board in November 2008
representing Penn Valley, Rough and Ready and parts of greater Grass Valley. He
serves on numerous NID committees, including the Administrative Practices Committee
and the Water and Hydroelectric Operations Committee. He is serving as President of
the Board in 2012. He brings wide experience in the water industry to his elected
position. He worked for many years for a local engineering firm (Cranmer Engineering)
as an environmental chemist. He is now retired from the State Water Resources
Control Board where he was a supervising Environmental Scientist in the Division of
Water Rights, working on Bay/Delta water quality issues.

LAFCo
I became a member of the LAFCO Board in 2006 representing Special
Districts. It is now 2012 and I have been active with the LAFCO of Nevada
County for six years but my term is up and I would like your vote of
approval for one more term of four years. The Penn Valley Fire Protection
District has nominated me to run for this next term.
While serving on the LAFCO board this past six years the LAFCO budget
was trimmed, helping every government body represented, but most
importantly was especially responsive to the delicate budget balances of all
our Special Districts. This was managed all the while doing the assigned
jobs as prescribed by the State of California.
I would appreciate your consideration and a vote for me in the up coming
election. I am currently Chairman of the Board for the PVFPD, active
member and former Chair for the Nevada County Fire JPA. I feel that
Special Districts play a keen role for the service of Nevada County and
need strong representation on the LAFCO Board.
