HomeMy WebLinkAbout7,Conflict of Interest RevisionsAction Item # 7 Consideration of a Review Period for Revisions to the District's Conflict of Interest Code November 7, 2012 Background / History • The California Political Reform Act requires multi -county agencies to review and amend it's Conflict -of -Interest code every two years if circumstances require • The law requires that any District position which involves the making or participation in making decisions which may have a material financial effect need to be designated within the code • At the September 5, 2012 Board meeting, a revised Code was presented to the Board • Add new position of IT/SCADA Engineer and title change for Geographic Information System Coordinator to IT/GIS Operations Manager °��� � °�°°°� . � 2 l" w New Information • The Fair Political Practices Commission (FPPC) is requiring the District to revise the Code further to prevent people from having to disclose financial interest that are beyond the scope of their duties with the District • Additional revisions to the Conflict of Interest Code are: • Deleted section 2.52.005, Financial Interests of Employees • Formatting changes to conform with FPPC • Disclosure category reclassifications for Finance & Accounting Manager, Contract Administrator, Customer Services Manager, IT/GIS Operations Manager, IT/SCADA Manager and Senior Accountant/Analyst 3 Fiscal Impact There is no direct fiscal impact associated with this item 0 Recommendation • Establish a new 45 day written comment period for the additional revisions to the District's Conflict -of -Interest Code 5
