Subject: Consideration of 2013 Purchase of Replacement Service Trucks
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for purchases in excess of $15,000 and only the Board can
declare vehicles surplus.
2. HISTORY
In 2008, the District established Electric and Water Vehicle Replacement Funds to
provide a source of funds for periodic vehicle replacement. Funds are added each
year by both the Water and Electric Departments as described in the adopted budget.
3. NEW INFORMATION
Two Water Department service trucks and one Electric Department service truck are in
need of replacement due to high mileage.
Specifications were prepared and a request for bids was advertised for three service
trucks with utility beds. A bid opening was held on November 28, 2012. Four bids
were received and all were found to be responsive. Reno GMC submitted the lowest
bid price at $111,176.18 plus tax. These bids are summarized below.

Units 346, 347, and 227 may be surplused and sent to public auction with proceeds
from the sale being deposited into the respective Water and Electric Department
Vehicle Replacement Funds.
4. FISCAL IMPACT
Sufficient funds exist in the Water and Electric Vehicle Replacement Funds for the
purchase of these vehicles.
Recovery of some of the initial investment will be made through the sale of the surplus
vehicles at public auction. Proceeds fro the sale will be transferred to the Electric
Department and Water Department Vehicle Replacement Funds.
5. RECOMMENDATION
A) Award the purchase of three service trucks to Reno GMC of Reno for the amount of
$111,176.18 plus applicable tax.
B) Declare Units 346 and 347 surplus and apply the sales proceeds to the Water
Vehicle Replacement Fund.
C) Declare Unit 227 surplus and apply the sales proceeds to the Electric Vehicle
Replacement Fund.
