WHY THIS MATTER IS BEFORE THE BOARD Only the Board can approve professional contracts over $15,000. 2. HISTORY The District's main office building has been cleaned by a contract janitorial service for more than twenty years. The District's contract with A Better Clean will end on December 8tn The District issued a Request for Proposal (RFP) for Janitorial Services on October 24th, with the proposals due November 91h. The RFP was advertised in the Sierra Sun, and either mailed or emailed to known interested parties. No RFPs were picked up at the District office. 3. NEW INFORMATION Due to continuing performance issues with the current cleaning contractor, the District decided to send out RFPs for the cleaning of the District's headquarters office. At the close of the RFP deadline of November 9th, two proposals were received. Both proposals were reviewed and found to be responsive. A committee was formed to evaluate the proposals, the average scores are listed below: Selection Factors Max 100 Points A Better Clean D.M. Cleaning Service Experience - 20 Points 18 20 Staff- 35 Points 19 32 References - 20 Points 7 20 Costs - 25 points 24 22 Total Score 68 94 The proposed contract for janitorial services is for $60,000 not including a 5% change order authorization, with an option to extend the contract for one year based upon mutual agreement. For comparison purposes, the 2012 cleaning contract was for $53,000. 4. FISCAL IMPACT Sufficient funds exist within the proposed FY12 and FY13 budgets for janitorial services. 5. RECOMMENDATION Award the contract for janitorial service to D.M. Cleaning Service in the amount of $60,000 plus a 5% change order allowance of $3,000 for an amount not to exceed $63,000 annually.
