Subject: Consideration of a Safety Incentive to District Employees
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board must authorize payments to employees for a safety incentive.
2. HISTORY
The District's workers' compensation insurance modifier (X-MOD) has steadily
decreased over the past three years. A significant decrease in lost -time accidents has
contributed to this decrease.
In January 2013, the District paid each employee a $200 safety incentive as a reward
for no lost -time accidents from 2010 through 2012.
3. NEW INFORMATION
The workers' compensation insurance premium cost was $21,533 less than the
previous year.
The District's commitment to safety is shown through the commitment to the safety
culture among the employees. Regular trainings, meetings and review of incidents is
part of the program to keep safe work practices a priority during the work day.
The District is proposing to continue the goal of no lost -time injuries for the remainder
of 2013. Rewarding safe behavior and practices is an effective way of promoting and
maintaining our successful safety culture.
The Union has also committed to support this program to reward employees for the
stellar history of no lost -time accidents.
4. FISCAL IMPACT
Cost of the 2013 safety incentive program is $16,500.
Funding for the 2013 safety incentive program will be funded through the savings in
workers' compensation premium due to the decreasing modification factor.
Sufficient funds exist within the FY13 budget.
5. RECOMMENDATION
Approve a safety incentive of $250 to each District employee provided no lost -time
accidents occur through December 31, 2013.
