Subject: Consideration of the Purchase of a Hydropneumatic Packaged
Pumps System for the Donner View Hydro Station Rebuild
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The Water Department periodicity replaces pumping stations as they come to the end
of their useful life. At the March 6, 2013 Board meeting a workshop item was held on
the need to replace the Donner View Hydropneumatic Station.
3. NEW INFORMATION
On May 23, 2013 the District issued request for bids to purchase of the Donner View
Hydropneumatic packaged pump system. (Attachment 1 is a copy of the Request For
Bid). On July 2, 2013 two bids were received. Staff evaluated each of the two bids and
found them to be non -responsive. The low bidder, Pace Supply, did not meet the
technical specifications outlined in the bid package. The high bidder, R.F.
MacDonald Company, failed to submit a Non -Collusion Affidavit as required and
instructed in the District's Notice and Instruction to Bidders. A bid summary is
included in the following table.

With the District's public request for bids resulting in two non -responsive submittals,
Staff proposes to procure a hydropneumatic pump system through negotiations with a
vendor, or series of vendors. Staff proposes to establish a firm price with the vendor
or vendors, not to exceed $60,000, based on budgetary estimates obtained from
preferred pump system manufactures. Final selection of a vendor, or vendors, will be
based on price, ability to deliver in a timely manner, and the ability to meet the
District's materials and performance specifications.
4. FISCAL IMPACT
Sufficient funds exist for the purchase of the hydropneumatic pumping system within
the Water Department Capital Replacement Fund and the Conservation Department's
budget Wire to Water Fund. Funding from the Conservation Department's Wire to
Water Fund is applicable based on the improvement in overall energy savings and
plant efficiency with the installation of a new premium efficiency, VFD driven,
packaged hydropneumatic pump system.
5. RECOMMENDATION
a) Reject all bids for the Donner View Hydropneumatic Package Pump System as
non -responsive
b) Authorize Staff to negotiate with a vendor, or a series of vendors, establish a firm
price not to exceed $60,000, for the purchase of a hydropneumatic pump system
c) Authorize the transfer of funds in an amount not to exceed $60,000 from the Water
Department Capital Replacement Fund to the Water Department Operations fund
