WHY THIS MATTER IS BEFORE THE BOARD This Workshop item is informational to provide the Board with an update on the Water System Supervisory Control And Data Acquisition system (SCADA). 2. HISTORY The Water Department is using 3 completely different SCADA systems to control the delivery of water to our customers. These systems are for the Main Area, the Glenshire Area, and the Donner Lake Area. The physical water system works as one integrated system, but the 3 different SCADA systems do not. This leads to control problems and a loss of overall operating efficiency. The Main Area and Glenshire Area SCADA systems were put into place in the early 90's. The Donner Lake SCADA system was built in the late 90's. Since the Main Area system SCADA was put into place, we have also added 15 new facilities that require some kind of SCADA control (4 wells, 2 tanks, 6 booster stations, and 4 control valves). To make these facilities work with the SCADA system, we have used up all the remaining expansion capacity in the system that were purchased for expansion. 3. NEW INFORMATION The three current systems do not meet any of the current industry standards. New SCADA systems are to control the delivery of water and do so in the most energy efficient operation. The District's Water system has 76 remote sites which are monitored and/or controlled by the SCADA system. The system also monitors 1,600 information items in the water system. The monitored locations include tanks, pumps, wells and control valves. The monitored items include levels, on/off conditions, operational conditions, energy use, efficiency, and security. The current SCADA systems can not provide all of the functionality that is needed. The 2006 COP included $400,000 of funding specifically for the replacement of the Water System SCADA and up to an additional $800,000 of un-designated funding. 4.
