CALLING FOR MEETINGS TO ESTABLISH A FACILITY USE PLAN
FOR CERTAIN PARCELS ON HIGHWAY 267
WHEREAS, on December 15, 1980, the Board of Directors of the Truckee
Donner Public Utility District adopted Ordinance No. 8010 determining Dis-
trict policy regarding the Airport Water Transmission Main, which runs from
the Airport Well to the Town Tank, and ties into the Town Water Distribution
System; and
WHEREAS, the Board of Directors has determined that Ordinance No. 8010
does not now accurately reflect the concerns of the Board relative to pro-
viding water from the Airport Water Transmission Main to certain unimproved
parcels along Highway 267; and
WHEREAS, the Board of Directors, by passage of Ordinance No.
?- /■? , 1981, has rescinded Ordinance No. 8010; and rfttfUS
WHEREAS, existing studies concerning water sources and supplies in the
Martis Valley area, including that certain report known as the Truckee and
Vicinity Ground-Water Resource Evaluation, dated April 21, 1980, submitted
by John V.A. Sharp, PH.D., Principal Hydrologist of Hydro-Search, Inc., in-
dicates that the Martis Valley aquifer provides a substantial water source;
and
WHEREAS, the Board of Directors is charged with the responsibility and
duty to intelligently, carefully, and safely plan for the distribution of its
water supply throughout the District and including within the Martis Valley
area; and
WHEREAS, previous planning efforts on the part of Placer and Nevada
Counties have resulted in residential development in locations which have
caused serious supply, storage and distribution problems relative to water
service; and
WHEREAS, the pressure of development is increasing along the Highway 267
corridor from the Martis Road intersection easterly to the District boundary;
and
WHEREAS, the property owners in the vicinity of the Truckee Tahoe Airport
have appeared before the Truckee Donner Public Utility District Board express-
ing their concern that an adequate facility plan be developed; and
WHEREAS, the Board of Directors desires to avoid a commitment for water
service to planned developments where such service may be later deemed inade-
quate with reference to the development plan for the entire Martis Valley area;
and
WHEREAS, the following information has been presented to and considered
by the Board of Directors:
1. The Truckee Tahoe Airport District Master Plan, currently under con-
sideration by said District, calls for a frontage road along the northerly side
of Highway 267 from Martis Road to the Airport Road. When such development oc-
curs, the Truckee Donne'' Public Utility District shall plan for and require
that an 8" wa*-er distribution main be extended along the proposed frontage
road in order to properly serve parcels between Martis Road and the Airport
Road.
2. A substantial portion of the real property situated on the northerly
side of Highway 267, east of Martis Road, within Nevada County, is unimproved
icreage, currently classified "U" (unclassified), which designation therefore
provides no information as to the overall development plan for the area except
that the Martis Valley General Plan calls for a maximum density in the area
of 40,000 people.

3. Other than the Martis Valley General Plan (1964), there arc mi spec-
ific pi uis for development in Martis Valley. Without the benefit of specific-
plans for the entire area, the District's Engineer, General Manager, and staff
are unable to create a comprehensive and sufficient facility use plan fur the
distribution of water within Martis Valley, and is left with the undesireable
alternative of engineering facilities in anticipation of the maximum zoning
growth potential called for in the Martis Valley General Plan. In the event
specific plans for Martis Valley are not adopted, the District shall be forced
to pass the cost of providing facilities in anticipation of the maximum growth
potential to those persons desiring to develop individual parcels of real prop-
erty. Should development fail to reach the maximum growth potential, the Dis-
trict shall be left with an oversized water distribution system for the area,
which will result in increased expense and possible revenue loss in its con-
tinued operation.
WHEREAS, the Board of Directors has determined that it is in the best
interests of the Truckee Dormer Public Utility District, and perhaps in the
best interests of the Truckee Sanitary District, Truckee Fire Protection Dis-
trict, and various other local, county, and state agencies which are charged
with development of utilities and services within Martis Valley, to determine
together the overall specific zoning plans for Martis Valley;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee
Donner Public Utility District that the District's policy regarding water ser-
vice in that portion of Martis Valley, north of Highway 267 and east of Martis
Road, shall be as follows:

1. The Truckee Donner Public Utility District shall call for a series
of meetings between it, the Truckee Tahoe Airport District, the Truckee San-
itary District, the Truckee Fire Protection District, representatives of
Placer and Nevada Counties, and the California Department of Transportation,
in order to develop a specific facility use plan for both portions of Martis
Valley described in Paragraph 2 below. The District's General Manager, en-
gineering staff, and clerical staff, are directed to organize and call a meet-
ing with all property owners within that portion of Martis Valley designated
in Paragraph 2 below, in order to facilitate the development of a specific
facility use plan. As used herein, the term "specific facility use plan" is
defined as a preliminary and contingent location of major water service trunk
lines, distribution lines, wells, potential well sites, water storage tanks,
and potential tank sites. The District Engineer and Manager shall create a
schedule for the timely completion of the facility use plan developed in co-
operation with the various public agencies and property owners of the area.

2. The area parcels requiring a facility use plan are as follows:
a) North of Highway 267, east of Martis Road, to the
District's boundary.
b) South of Highway 267, east of the Chapel of the
Pines Church, to the District boundary.
3. The public hearing on a proposed service restriction to the area
ocf'ned in Paragraph 2 shall be continued to the November 16, 1981, meeting
of the ii'vliee Donner Public Utility District Board of Directors.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public
Utility District at a meeting held within said District on the /f&fday of
