HomeMy WebLinkAboutRes 81671 \) \r I RESOLUTION NO. 81^" OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT AWARDING OF BID FOR PURCHASE OF COMPUTER SYSTEM WHEREAS, on May / 1981, the Truckee Donner Public Utility I I District Board of Directors authorized a call for bids on a new computer system for the District, including therewith particular plans and specifications; and WHEREAS, bids were received and opened on June 12, 1981; and WHEREAS, the Computer Purchase Review Committee consisting of Director John Corbett, Gene Holt, General Manager, and Mary Chapman, staff, reviewed computer systems offered by IBM Corporation, North Central Data Cooperative, Utility Operators, Inc., Vartron Corporation, Burroughs Corporation, Oregon Computer, Digital Systc - and Mid-American Control Corporation; and WHEREAS, it is recognized that the individual qualities of computer systems are unique and their successful operation depends upon the subjective analyses of proposed operators, among other factors; and WHEREAS, the Computer Purchase Reivew committee authorized visits to observe Oregon Computer and Digital Systems in use, in Goldendale, Washington and Roseberg, Oregon, respectively; and WHEREAS, after reviewing all of the facts, the Computer Purchase Review Committee recommends acquistion of the Digital Systems RECAP System for the following reasons: 1. All applications software are available now with only minor amounts of customizing to be done. 2. Their extensive list of users in the electric utility field and just recently their electric and water utility field is unmatched. 3. Because of programming for so many utilities, the applications have many options built into the programs that are immediately available for use. With Oregon Computer, we would have to define the way we want a program now and future changes would be made at a charge; and WHEREAS, all of the systems have been compared as to functions, availability of hardware and software, timing of installation, capability of expansion, ease of operation, integrity of maintenance and repair programs, support and reliability of vendor, and price; and WHEREAS, the Board of Directors has determined that it is in the best interest of the District to acquire the Digital Systems RECAP Computer in accordance with the Computer Purchase Review Committee's recommendation, r* K) >« NCW THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: I 1. That the District enter into negotiations for the acquisition of the Digital Systems RECAP Computer System, in accordance with the bid presented to the District, and further, that District Counsel be directed to negotiate such agreement with the assistance of the General Manager, staff, and Arthur Anderson & Company's representative, including acquisition of the system as well as specific financing or lease arrangements.
