SPECIAL MEETING
December 14, 1981

The special meetii.g of the Board of Directors of the Truckee Donner
Public Utility District was called to order by President Maass at 3:31 P.M.
in the TDPUD Board room.
ROLL CALL: Directors Huber, Kuttel and Maass were present. Director Corbett
arrived at approximately 3:45 P.M. Director Monson arrived at 8:00 P.M.
CONSULTANTS PRESENT: District Counsel Simon was present.
EMPLOYEES PRESENT: D. Eugene Holt and Susan Craig were present.
OTHERS PRESENT: Among those present were Patti Ellison, Mira Shea, Bob Sutton
and James Ward.
HOME ENERGY AUDIT PROGRAM - CONSIDERATION OF C. P. NATIONAL'S PROPOSAL AND
POSSIBLE APPROVAL; CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF
AGREEMENT WITH THE STATE ENERGY RESOURCES CONSERVATION AND DEVELOPMENT
COMMISSION
District Counsel Simon informed the Board that he has not yet received
a copy of the agreement between C. P. National and the District for review,
but should receive a copy in time to make a recommendation at the next reg-
ular meeting. The agreement between the District and the State Energy Re-
sources Conservation and Development Commission, he stated, seems to be in
order.

The matter was put over to the December 21st meeting.
CONSIDERATION OF AMENDING AND CLARIFYING ORDINANCE NO. 8118 WHICH INCREASES
ELECTRIC RATES
President Maass noted that the request by Sierra Pacific for a two
phase rate increase has been amended - SPPCo is now requesting a 39% in-
crease effective January 18, 1982, and an 8% increase on June 18, 1982,
rather than the two phase 504 increase originally filed. The request is
presently before the Federal Energy Regulatory Commission, and being pro-
tested on behalf of the District by Special Counsel, Martin McDonough.
General Manager Holt advised that the requested increase includes the
variable fuel adjustment clause. It was noted that, if this is the case,
the increase will be considerably higher- in the vicinity of 65'*, rather than
39%. Discussion ensued regarding the energy cost as billed by Siarra Pacific,
the fuel clause adjustment and the District's retail rate. Manager Holt ex-
plained Phase 1 and Phase II of the increase.
The pros and cons of changing the rate to PUD customers on the luth of
January or the beginning of the February billing cycle were discussed, and
the results explained at the request of Bob Sutton.
Director Kuttel noted the many complaints he has received item th«

President Maass suggested that the Manager ask Mr. McDonough to be
present at the December 2lst meeting, at which time 1 public hearing will

CLOSED SESSION
At 8:10 P.M., President Maass adjourned the meeting to closed session
to discuss personnel matters with the Board, District Counsel, the Manager
and James Ward. Directors, Huber, Kuttel, Monson and Maass were present.
RETURN TO PUBLIC SESSION
The meeting was returned to public session at 9:25 P.M. No action
was taken.
ADJOURNMENT I
The Chairman adjourned the meeting at 9:25 P.M.
