OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
ADOPTING RULES AND REGULATIONS
FOR WATER SERVICE
WHEREAS, the Truckee Donner Public Utility District has directed
its staff to establish comprehensive Rules and Regulations concerning the
providing of water service throughout the District, including establish-
ment of certain fees and charges, so that its policies are clearly identi-
fied for its customers and constituents; and
WHEREAS, various drafts of proposed Rules and Regulations have
been reviewed by the District, its staff, and certain of its employees;
and
WHEREAS, the District now desires to approve and adopt such Rules
and Regulations and further intends to separately adopt by ordinance, a
schedule pertaining to such Rules and Regulations setting forth the fees
and charges for services related to the providing of water service, which
schedule shall attach to and become a part of such Rules and Regulations;
NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. The Rules and Regulations for Water Service, a copy of
which is attached hereto, are hereby approved and adopted.
2. By virtue of this Ordinance No. 8204, such Rules and
Regulations shall have the full force and effect of law.
3. This Ordinance shall become effective thirty days from
the date of adoption. The Clerk of the District shall im-
mediately cause a copy of this Ordinance to be published in
at least three public places within the District.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a meeting held within the said District on the
5th day of April, 1982, by the following roll call vote:
AYES: Corbett, Huber, Kuttel and Maass.
NOES: None.
ABSENT: Monson.

INTRODUCTION
These rules and regulations have been lawfully adopted by the
Truckee Donner Public Utility District after public hearing, in
accordance with ordinance No. 82-.
The rules and regulations are .intended to provide a comprehensive
description of the manner in which the District operates and serves its
customers, and shall be followed and adhered to by all persons and
entities doing business with the District.
As in any set of rules and regulaLions, not all circumstances can
be envisioned. The Board of Directors of the Truckee Donner Public
Utility District shall apply and interpret these rules and regulations
fairly and ctionsistently, taking into consLderation any unique or unusual
eiruutnstanses on a care by cn:;e basi,;.
Theso rules and reyuLitions ar,! noL inten.h!d to encourage growth
nor to accomplish growth reduction. RiLher they contain all available
information concerning the known wat.nr supply within the District and scat
forth objective means of distributing tlt.tt supply to existing and future
users. nio District does not here tutdertake the task of "planning" or
generaL environmental review, which are properly left to ur_her local,
state an:1 federal boards, .agencies .,nd r_ratenissions. The District intends
to meet future water dumAnds by requiring construction of production
wells as development occurs, and has determined that the Martis
Valloy/'Pruckee River aquifer contains a sufficient supply to meet all
projected needs to the year 2030 and well beyond.

10.2 The production capacity tel: any such well rmp ired to be
constructed shall produce at last 300 gallons per minute flow on a
continuous basis.

12.1 All applicants for water service are subject to three ch-trz

report the result thereof to the customer. Vie review sh._tll include
consideration of whether the customer should he permitted to amortize the
unpaid balance of his account over .t reasonable period of time. No
termination shall be effected for any costumer complying with such
amortization agreement, provided the customer also keeps current his
account for service as charges accru•� i❑ each subsequent billing period.
If the customer does not comply with the amortization agreement, it will
be considered nonpayment and the District will immediately mail a FINAL
NOTICE to the customer and proceed wit-h termination according to Rule No.
17.2(B) through (E) above. In the event that the complaint is not
explained to the satisfaction of the custotner, the DistrLct shall notify
such customer of his r.igltt to an Etpinstl to the Board of Dire,�tors of the

Unprotected cross -connections between District's public water supply
and any unapproved source of water are strictly prohibited, except in
extreme cases which are subject to Board :approval on a case by case
basis.
23.2 Protective Devices
23.2(A) In the event any customer's water system is
cross -connected to another source of supply or is connected to
contaminated or possibly contaminated water, the District shall refuse
service or discontinu..: service until. the customer installs, at his
expanse a suitable protective device, approved by the District in advance
of installation, so as to prevent bao kflow into the District's water
system.
23.2(B) In the event a customer's premises are supplied by two or
more service connections, the District shall r,. fuse service, or
discontinue service until the customer installs at his expense, a check
valve (in each service -onnection locate) un the customer's side of the
respective meters.
23.3 Maintenance
23.3(A) All check valves and other approved 133ckfluw protection
devices will be: inspected and tested annually by the District for water

tightness. M annual inspection fee of thirty-five dollars ($35.00) will
be charged to the customer for each inspection.
23.3(B) The owner of any premises, the water supply system for
which includes check valves or other protective devices, shall inspect
these devices for water tightness and reliability at least every three
months. These devices shall be serviced, overhauled, or replaced
whenever they are found defective at the expense of the owner of such
premises.
