You will recall that 1 got to your July '81 meeting late after recommending that the project be awarded to the second bidder who was $20,000 higher on the 1 1/2 million dollar project. The Council opted for the low bidder and the inevitable litigation which is following the flood of "Stop Notices" has occured. Frcject 70-1 The good news is that nearly all of the "Punch List" items for the 79-1 project have been completed. The Balance will be done this week and probably the Notice of Completion can be considered by the Board at your Mid June meeting. Please see the attached letter to Philips. Aiello- Senior Citizen Project The Green easement has been recorded and the 8" water main mostly completed. Retesting is now scheduled for later this week. I am told that Farmers Home Administration will be making their acceptance inspection of the buildings this week as well. If all goes well possibly the project can be considered for acceptance by the Board at your Mid June meeting. Ponderosa Palisades Town Houses The basic road crossings have been made but the on site work is located in such a mud hole that I have asked them to either divert the ground water or wait until the ground drys out. Good quality work can not be achieved with ground a soppy as it is on site. Martis Woods Estates There was a meeting on site with the owner, Placer County, the contractor and the tank people June 4. The tank erection will start June 28 and last about 60 days. The booster station work will start about July 1 and the under ground work about June 14. It looks like the 1982 construction season is here. I Airport Pump Roen thinks, with some justification, that someone other than Roen is responsible for the repair work which they estimate will cost between $2,000 and $5,000 to accomplish. Please see memo attached. The District will need the water in a week or two and Dart will pay to have the corrective work accomplished and sort out the responsiblity between their contractors. The District has no financial exposure at this point in time. Budget Just a question is there money in the budget to take periodical samples of the ground water from the T.T.S.A. furnished monitoring well? Respectfully submitted I Dan J. Project 79-1 I Dear Mr. Philips: On June 2, 1982 I conducted a walk through of the 79-1 Punch List items that presumably Joe" Suter is completing. A vast majority of the work has in fact been accomplished at this date. The remaining items to be accomplished are as follows: Schedule-B Southside complex 1. The low flow/no flow switches have not been connected. 2. The wiring of the new pilot valves while establishing electrical continuity is mechanically unprotected and needs to be completed. 3. The low drooping telephone wire needs to be secured to the utility drop pole. (This item is a district responsibility to be completedprior to the final inspection by Farmers Home Administration.) Schedule-C Ponderosa Palisades Booster 1. Install the appropriate size pilot valve on pump number 1. 2. Repair the short/fault in the pump number 1 starter. Schedule-D Hospital Loop 1. Dress up the pavement repair and correct the trench settlement at the driveways / I I Schedule-E Tonini Springs 1. Repair the storm damaged fencing at the Tonini Tank. 2. Provide a blind flange on the Tank discharge drain line. 3. Utilizing the excess rock left over in the fencing area backfill the under tank drain excavation. The remaining work is very nomina] in nature and can be accomplished in a matter of a few hours. Therefore I have taken the liberty of sending a copy of this letter to Joe Suter and to Ken Weakly. I am assuming the work will be completed next week and that the Board of Directors can consider the Notice of Completion at the regular meeting of June 21, 1982. Very truly yours, COOK ASSOCIATES/ DJC/ct t)an JL,/Cook Civil Engineer I I MEMO TO FILE JUNE 3, 1982 TRUCKEE DONNER PUBLIC UTILITY DISTRICT AIRPORT PUMP I made a personal inspection of the Airport Pump Facilities and the water problem that has resulted where the pump discharge penetrates the concrete slab. When the pump is initiated the water comes from beneath the slab around the 8" discharge piping. The water bubbles up 3" or 4" above slab elevation at or about the time that the air release valve closes on the pump discharge line. After a minute of two of continious operation the water that has been discharged to the slab is sucked back into the hole back into the discharge piping. After continued operation additional quantities of water are forced from under the slab and continues to do so. In discussing the situation that now exists with Bruce Roen following my personal observation Bruce indicated that he believes that the alignment of the piping system has been altered as a result of the isolation by being installed at the well head. The isolation pad, approximately 5/8" thick, has been installed at the well head beneath the pump discharge casting. The check valve in the discharge piping has raised approximately 1/2" as indicated on the non painted threads of the check valve support stand. Bruce Roen believes that the rotation around the dresser coupling immediately beneath the slab is a result of the isolation dampener installation and is the root cause of the problem. Roen is willing to enter on the site and make whatever repairs are necessary on a time and materials basis provided a purchase order from Dart, Byron Jackson, and or Truckee Donner Public Utility District as provided to C W Roen Construction Company. Bruce indicates that he is mailing a letter to all parties concerned stating the results of their investigation; their contention and their offer to remedy the problem on the purchase order basis. I discussed the present condition with Don Strand and Don indicated that he would discuss the matter with Sid and upon receipt of the letter from Roen initiate corrective action. DJC
