MANAGER'S REPORT
July 6, 1982, Agenda
I A request Was received from Raymond Vail and Associates for the District to
estimate the cost of running temporary overhead power to their field head-
juartera, approximately l.S miles up Coldstream from the Teiahert pit area.

power resources within the confines of Coldstream for hydro power and wind

It would, 1 feel, be in the district's best interest to annex this service
area to ours should the Sunstone project proceed. The Board my '<ri.sk to

Koepf and Lange building
In accordance with Fred Lange'B 1979 letter (wherein he promised to remove
rooks from our easement and clean up his oonstruation area), and with tJw
Board's approval, the following steps will be taken:
1. Written notice will be sent to Mr. Lange that the materials
within our easement must be removed by July 15, 1982s
2. If the material has not been removed by the deadline, the
District iri.ll remove same and place a lien upon the property in
the amount of the cost to remove the debris.
Pending Projects
District Pump Stations
This year will begin a two-year cycle for exterior maintenance of
the District's pump houses; next year, «at«rtor repair of the

District's storage tanks will commence.
Power Limiting Devices
As yet, the District has not received the power limiting equipments
the Board will be advised when the program is underway.
Reconveyance of Donner Lake System
Sierra Pacific's Right-of-way Department was to report back last month
regarding the reconveyance of the Donner Lake System. I will recontact
them and ask for the necessary documents.
Solar Demonstration Program
A message promoting the solar demonstration oonteat has been printed
on the back of the current utility bills. Installation should be
under way by the end of July.
Energy Audit Program
The energy audit program is not proceeding as originally anticipate d
He will readvertise after conclusion of the solar contest message.
Grace Robertson's Trailer Park
In checking connection fees back to 197? (before Grace Robertson 's
purchase of the trailer park), we find that all service drops were in;
Grace purchased the property, then sold to Lemke, who was to develop Liu:
Riverview Condos. The project did not transpire. Grace has taken
the mobile home park back from Lemke. Last year, direction was given
to Di.-tru-t staff to remove secondary service. The District removed
"20 secondary service from several poles and one building. Grace has
requested rcconneation of the service thai 1MB removed without per-
mission. Based upon investigation, '' '.• -..• pinion that we must re-
connect.
WAPA power allocation
There has been no change in status since the last Board meeting. "here was <;
favorable report from WAPA staff member Eric Wong to David Colennv: towards SPPCt
supplying the allocated two megawatts of power to the District. Also, refer !■
David Coleman's letter regarding Stampede and future megawatts.
Boca-Prosser hydroelectric projects
There has been no change in the status of the Boaa-Proaeer hydroelectric pro-
jects at this time. He are still moaiting th.' Tribal Council's decision on
their protests.
Martis Vail--y Substation
The substation construction is progressing on schedule.

Hilltop/Kohler development agreement
There has been no change in status; we are presently awaiting Counsel Simon's
return and review of the draft agreement.
Projeet 79-1
District Engineer Cook will be making a recommendation with respect to this
item.
District 1.9 acre parcel
Direct ' ■■'■ from (he Board is requested. My suggestion is to allow one Director,
perhaps 'Karl Kuttel, to handle this project.

TRUCKEE DONNER PUBLIC UTILITY DISTRICT
MEETING OF JULY 6, 1982
ENGINEER'S REPORT
As of this writing, July 2, 1982, the work of Project 79-1
is reportedly finished. The contractor's completing the work,
Avery, Mountain Electric and Joe Suter, each indicate that
their part of the work has been completed and the project is
operational. I have not personally observed the operational
status of the project and will be unable to do so until
Tuesday morning, July 6, 1982. We have also postponed the
Farmers Home Administration inspection until such time as 1
am personally assured that there are no embarassing glitches
that will appear while the federal types are on site. If all
goes well, I will submit to you my recommendation for acceptance
together with draft resolutions authorizing the filing, of the
Notice of Completion and conditional ordinance accepting the
work subject to the payment of outstanding bills to suppliers
and subcontractors.
ENGINEER'S REPORT
1. Airport Well: A section of the floor slab at the Airport
Well has been removed and the flexible couplings secured.
The well is in operation throughout the weekend and will be
observed periodically. Assuming all goes well during the high
use periods, the final repairs will be made some time next week.
Early indications are that the rotation associated with the
installation of the vibration dampener was a major contributor.
It also appears that the couplings in question may net have been
adequately secured with the 0 rings suitably compressed.
Southside Well No. The ot seal parts have been ordered
and Byron Jackson is standing by to affect the installation. The
present indications are that the boot will be installed the 12th
or 13th of July.
3. Martis Woods Estates: The concrete footings for the elevated
tank at Martis Woods Estates have been poured and forms stripped
at this time. The area will be cleaned and backfilled during
this week. The steel has been shipped from Pittsburgh anil the
erection is scheduled to Commence toward the end of the week,
the 8th or the 9th.

The Martis Woods Estates project was approved last spring
utilizing a common trench for the water and the Sierra Pacific
power. Subsequently, telephone facilities have also been
included in the trench area. Attached to this report is a
copy of the trench detail being utilized. There is a conflict
at the major junction boxes for both the power and the
telephone with the water facilities. The conflict resolution
is to relocate the 30" x 48" x 60" boxes away from the trench
center line. The communication and power conduits enter
and leave the junction boxes at a 24" depth of cover. The
conflict arises when the conduits ascend from their normal
74" depth through the 48" depth reserved for the water
facilities. If the conduit first turns away from the trench
center line and then up into the junction boxes suitable
clearances are, in my opinion, provided.
Enclosed also are sheets out
the main line installation.
the District Standards for
What I thought was going to be a rather significant problem
at the moment doesn't appear to be much of an issue with a
rather simple solution. However, I did want everyone to be
aware.

4, Aiello Senior Citizen Co; in lex: Hopefully Jim has filled
you in with specific personal knowledge of the current
happenings at the Senior Citizen Complex. It is my under-
standing, second-hand knowledge only, that the retests on the
new work along the future Riverview Drive have once again
failed and that testing within the complex (being valved off
from the new work) have once again passed the bacteriological
test. I also understand, second hand only, that Mr. Aiello is
at this stage disputing the validity of the Developer Agreement
and the charges contained therein. The two Jim's are aware
of the condition and are presently addressing the issues.
