California 95734 (916)587-3896 MANAGER'S REPORT July 19, 1982 UNFINISHED BUSINESS WAPA power allocation - status report Received preliminary power sales contract from Dave Coleman - will review and return comments - still expect delivery by end of September. Boca -Prosser hydroelectric projects - status report (See 7/14/82 file memo) Expert from Cal -Berkeley has been asked to review the nitrogen levels at Boca and to analyze what to expect during power generation. The District may wish to support the Tribe's position of water release in the spring spawning season (1300 cfs - April - May). The protest should be settled soon; we are trying for the Tribe's August 6th meeting agenda. A resolution of the Board will be necessary once all the facts are in (August 2, 1982), and the formal response to the Tribe is composed by the District. Need Jim Simon to move SPPCo along for their protest removal - suggest letter from Board President to Susan Oldham requesting she provide Simon with SPPCo's parameters. Martis Valley Substation - status report The final footings are to be poured on Tuesday, July 7th. Work is on schedule - are working with Sierra Pacific - they are to provide engineering and install- ation of the metering (revenue), under frequency relays, etc. Received request by Harker and Harker for change order reflecting the increase in fill required and authorized by me because of the heavy concentration of boulders and lack of fill dirt - will process for Board agenda of August 2nd. Once footings are poured and allowed proper set time, the remaining fill will be placed. After 28 day concrete test cylinders are broken, the installation of structural steel and setting of components begins. I have realigned the underground and overhead feeder systems coming out of the substation to reduce costs and to provide a better distribution system along the Green easement area and to the TSD tie-in point. Have asked SPPCo for permission to use their easements. Senior Citizen Housing project - status report I have not permitted further occupancy at the Senior Citizen Center, and have refunded all deposits. Clearance from the TTSA lab on the water test for line segment along Green easement has been received. -1- 1.9 acre parcel - sale, lease or exchange Need the Board's authorization to file the necessary application for a zone change on this parcel from Public to Commercial. Also, the parcel on which the District office is located should be rezoned to Commercial. Consideration of resolution declaring District intent to annex four parcels of real property in Martis Valley (Latrell Crosby) Request authorization from the Board to begin process of annexation by fill- ing out the petition for annexation; I will then bring the full package to the Board on August 2nd. NEW BUSINESS Designation and clarification of engineering services for the remainder of 1982 - project clarification Request that the Board adopt a resolution at the beginning of each budget year (January ) to confirm consultants at their respective rates, and to permit the Manager to utilize local engineers and surveyors for day-to-day needs. The adoption of a resolution for consultant services permits the District to request engineering and legal work within the adopted budget confines without requesting proposals on each and every need. Request that the Board direct the consultant (Cook Associates) to proceed on those projects identified in the budget and viewed by the Board as im- perative (such as the old town water system design, and the cathodic protec- tion system). The consultant will not proceed unless authorized directly by the Board. Consideration of resolutions approving specifications an3 issuing a call for bids Request that the Board authorize calling for bids for the materials required to complete the Martis Valley feeder bystems, and to replenish our stockpile of poles for system maintenance. PLANNING DEPARTMENT NOTICES Truckee Fire Protection District - building addition - will work with Joe Copeland on any additional electrical service or water needs. Dorothy Metcalfe - tentative parcel map - we serve water and power - project will split motel from residence - a resubdivision of two parcels. Bill Cummings - BZA review, August 5, 1982 - change in scope of development from one four -unit complex to two two -unit complexes. Located on Zurich, Tahoe Donner. District can serve water and power. MONTHLY OPERATION AND MAINTENANCE REPORT - ELECTRIC AND WATER The second meeting of each month the Directors will receive a report on the work accomplished by each department. Please see the June reports attached. Next month, reports from Office Administration as well as the Engineering Of- fice will be provided.
