HomeMy WebLinkAbout12 Climate Transformation Alliance Charterp' TRUCKEE DONNER Public Utility District MEETING DATE: May 18, 2022 TO: Board of Directors FROM: Christa Finn, Board President AGENDA ITEM 12 SUBJECT: Ratification of the Climate Transformation Alliance Charter RECOMMENDATION: Adopt Resolution 2022-14, formally endorsing the Climate Transformation Alliance Charter as presented. BACKGROUND: In August, 2021 the Board authorized Christa Finn, Board President, to execute a Memorandum of Understanding (MOU) between the District, the Town of Truckee and the Truckee -Tahoe Airport District for the purposes of supporting efforts to reduce regional greenhouse gas (GHG) emissions. The Board also appointed President Finn to serve as District representative to the newly establish collaborative, eventually named the Climate Transformation Alliance (CTA). CTA is a regional public -private partnership of local governments, special districts, community organizations, businesses, and individuals. The CTA is committed to the development of local policy and initiatives that will promote community resilience in response to climate change by focusing on reducing greenhouse GHG emissions, adapting the region to change, and advancing a sustainable economy. The overarching goal of the CTA is for the North Tahoe -Truckee community to be carbon neutral by 2045. The CTA will act as a regional convener and backbone support to network and bring members interested in implementing local action on climate change. The CTA will be an information sharing and learning network while also offering a centralized platform to work together to set a common regional agenda, share resources to help speed climate adaptation and mitigation focused projects, offer peer -to -peer technical assistance to meet goals, measure outcomes, and report successes. Page 1 of 2 The CTA will work collectively with stakeholders to identify and implement projects that reduce emissions and climate risk and promote adaptation to climate change. These could include a broad range of projects in the built and natural environment, ranging from local electric grid stability, building electrification, low emission transportation, smoke exposure and public health improvement, community planning and design, to forest and vegetation management and water efficiency and sustainability. The CTA will be run as a regional collaborative, meeting in person for two hours on a quarterly basis, identifying opportunities for adaptation, developing projects to speed adaptation, and supporting partners who seek to take joint action. The CTA has developed a strategic plan (Attachment 2) outlining the goals and objectives of the alliance and is currently in the process of developing a collaborative team of regional stakeholders in carrying the mission forward. Additionally, the CTA has developed a charter for consideration by the founding agencies, formally establishing the alliance (Attachment 2). OBJECTIVES: Environmental Stewardship: Create a sustainable and resilient environment for our communities. FISCAL IMPACT: In 2021 the Board of Directors approved the MOU as one of the three founding agencies of the CTA along with the Truckee Tahoe Airport District and the Town of Truckee. Each of the three founding agencies agreed to contribute seed funding in the amount of $17,000. Future financial commitments and project participation by the District will be presented to the Board of Directors for consideration as they become available. ATTACHMENTS: 1.
