Subject: Consideration of the Award of Transformer Bids
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
The District's annual purchase of transformers is required to meet our new
construction obligations and includes units for routine replacement. The following
factors are used to determine the successful bidder: price, adherence to contract and
specifications, and delivery time.
The lowest bid price is determined by the Total Owning Cost (TOC) formula
calculation. The TOC is the sum of the Unit Price (initial purchase price) plus the cost
of losses over the expected life of the unit. The TOC calculation allows the District to
determine the transformers with the lowest ownership costs, which may not always
correspond to the lowest initial purchase price. The low bidder for each schedule (i.e.
category, such as 1 phase pole mount transformers) is determined by the summation
of the TOCs for all transformers within that schedule, based on a quantity of 1 (one)
for each transformer.
Since 2007, the District has been specifying the use of seed-based biodegradable oil
inplace of petroleum-based fluids for all transformer purchases.
3. NEW INFORMATION
Bids have been opened and analyzed for the District's purchase of transformers. The
District received eight bids, the results of which are summarized in Table 1. Pacific
Utilities and Pauwels failed to include the required non-collusion affidavit and are
therefore non-responsive to District requirements. General Pacific did not meet the
bushing height requirement for Schedule B transformers and are therefore non-
compliant with District standards. The low bidder for each schedule is highlighted for
reference on Table 1.
The bid award recommendation is shown on Table 2 and lists the description and type
of transformers, vendor name, quoted price, and delivery time. District contracts
specify that bids must be awarded to a single vendor for each schedule. These
schedules are Single Phase Pole Mounted Transformers (Schedule A), Single Phase
Pad Mounted Transformers (Schedule B), and Three Phase Pad Mounted
Transformers (Schedules C and D).
We note that this is the first year in many years for which the District will not place an
initial order for transformers due to lack of new construction.
4. FISCAL IMPACT
Sufficient funds exist for the purchase of new transformers within the approved FY09
capital budget.
5. RECOMMENDATION
1. Find Pacific Utilities Supply and Pauwels non-responsive to the District
Contract.
2. Find General Pacific non-compliant with District standards for Schedule B.
3. Award Schedule B to HD Supply with contract prices as listed on the Table 2,
Transformer Bid Award Recommendation, to be effective until 6/30/2009 where
after the prices will be subject to escalation per the District Contract.
4. Award Schedules A, C and D to General Pacific with contract prices as listed on
the Table 2, Transformer Bid Award Recommendation, to be effective until
6/30/2009 where after the prices will be subject to escalation per the District
Contract.
