PROPOSAL March 2017
1. Overview and Background
a. In 2016, the Truckee North Tahoe Community engaged in a successful effort to study the housing issues in the region. The
Study concluded with a series of recommendations and primary among these recommendations is the formation of a housing
entity that can take the lead on developing a regional action plan with a team of stakeholders.
As a result of the 2016 Study, the Truckee North Tahoe region is now uniquely positioned to approach housing with a multi -
jurisdictional effort focused on housing solutions derived from the most up-to-date assessment of housing needs across the
region. The formation of the Truckee North Tahoe Regional Housing Council will establish a regional collaboration in North
Tahoe and Truckee of decision makers from key stakeholder entities to focus on Housing Solutions in an accelerated pace.
The Tahoe Truckee Community Foundation led the 2016 Regional Housing Study as a neutral convener, and continues that
role with the development of the Truckee North Tahoe Regional Housing Council. Based on early usoft commitments"
from partners and pending final votes from Boards, the Foundation is on target for securing financial commitment across the
first partners at the table.
This proposal outlines the function and goals of the Truckee North Tahoe Regional Housing Council and asks for the
commitment of regional partners.
2. Purpose
a. The purpose of the Truckee North Tahoe Regional Housing Council is to develop and implement an action plan to
accelerate housing solutions in the Truckee North Tahoe region.
3. Council Concept
a. In order to accelerate housing solutions for the region, the Council will be comprised of decision makers from key
stakeholder entities representing constituents, policy and land.
b. Interested stakeholders are asked to commit a key decision maker to participate on the Council and bring forward funding,
policy, land and/or constituents to offer as part of manifesting solutions.
c. The Council will meet quarterly. Proposed dates for Council meetings and events are:

d. The Council will develop goals, including, but not limited to:
i. Adopt housing targets throughout region across unit type and income needs
ii. Capture inventory of public lands available
iii. Streamline permitting and fee structures across special districts for incentives to solutions
iv. Proactive partner with developers, financial institutions and public funders to accomplish our regional targets
v. Track and monitor progress across the region for community access and transparency.
e. Together, Council members will review the recommendations and findings of the 2016 Regional Housing and develop a
Regional Action Plan, focused on:
i. Regional Policy Agenda
i. In order to accelerate solutions, the Council will identify topics to be researched and vetted through a
"Housing Think Tank."
ii. The Think Tank is comprised of stakeholder representatives and community members identified by the
Council.
iii. This group will meet regularly to prioritize opportunities and challenges among the topics identified by the
Council.
iv. With the help of trained facilitators, the Think Tank will form smaller Tiger Teams comprised of staff and
other experts to closely research opportunities and challenges in order to make recommendations back to
the Council.
ii. Resident Assistant Programs
1. The Council will partner with organizations providing housing assistance and other nonprofit organizations.
ii. The Council will provide support to housing assistance programs through a website and resource guide.
iii. Capital Funding Strategies
i. Leveraging capital funding will be necessary to implement effective regional solutions at an accelerated
pace.
ii. The Council will develop a private sector advisory team to explore funding strategies from within and
outside the region.

f. Tahoe Truckee Community Foundation will act as fiduciary and organizer for the Council. Tahoe Truckee Community
Foundation staff will coordinate the work of the Council.
