HomeMy WebLinkAbout13, WS Donner Lake Glenshire and SADS Workshop Item # 13 May 21, 2014 Other Area Improvement Fundsc)Glenshire Surchargeb)Donner Lake Assessment Districta)Review of: Donner Lake Assessment, Glenshire 2 Board requested update on special area funds•Funds from Sewer Assessment District 5 will be utilized–Involves Biltz Tract–The 2014 Pipeline Replacement was awarded April 2, 2014•Background/History Surcharge, Other Area Improvements Donner Lake Assessment, Glenshire 3 Matures 2036–Balance of 2006 COP portion is $1.5 million–Ends 2036–Donner Lake customers pay a monthly surcharge of $6.65–2006 COP used to bridge gap–Actual cost was $15.6 million–Matures 2026–term debt balance is $8.6 million-Long–Ends 2021–Parcels owners assessed via property tax bill–Initial estimate $13 million–Entire water system replaced•2001 District acquired Donner Lake Water Company•Donner Lake Assessment Surcharge, Other Area Improvements Donner Lake Assessment, Glenshire 4 Matures 2017–term debt balance is $600,000-Long•As a result of 2011 land sale, surcharge was reduced to $4.75–Original monthly surcharge was $10.75•Final sale of land was in 2011–Cash & land sales proceeds used to offset costs –All GMWC assets transferred to the District•GMWC customers agreed to pay for improvements•In 2002 District acquired Glenshire Mutual Water Co. (GMWC)•Glenshire Surcharge Surcharge, Other Area Improvements Donner Lake Assessment, Glenshire 5 Funds will be used to improve water assets in SAD 2 –Fund balance is $17,000–1994 County transferred to TDPUD $42,000 of residual funds –Gateway and Meadow Park area–1969 Nevada County issued bonds for utility improvements–Sewer Assessment District 2 (SAD 2)•Other Area Improvement Funds Surcharge, Other Area Improvements Donner Lake Assessment, Glenshire 6 assets in SAD 5Entire fund balance will be utilized this year to improve water –Fund balance is $71,000–1995 County transferred to TDPUD $38,000 of residual funds –Biltz and Armstrong Tracts–1979 Nevada County issued bonds for utility improvements–Sewer Assessment District 5 (SAD 5)•Other Area Improvement Funds Surcharge, Other Area Improvements Donner Lake Assessment, Glenshire 7 Funds will be utilized to improve water assets in WRSAD–Fund balance is $35,000–In 1997 Fox Mead Lane after wells were flooded–In 1980 Shopping center at Deerfield and Hwy 89–In 1979 Donner Creek Mobile Home Park–In 1976 Pacific Telephone–paid to WRSAD their portion of benefit of the WRSAD lineTDPUD extended water services from WRSAD to others who –In 1994 residual balance was $18,000–West River Street after wells dried upIn 1974 WRSAD formed to provided water services along –West River Street Assessment District (WRSAD)•Other Area Improvement Funds Surcharge, Other Area Improvements Fiscal Impact Surcharge, Other Area ImprovementsDonner Lake Assessment, Glenshire 8 There is no fiscal impact associated with this workshop• Recommendation Surcharge, Other Area ImprovementsDonner Lake Assessment, Glenshire 9 Review this report and provide comment•
