SUBJECT: Consideration of a Change Order Authorization for the GIS Migration
Project

RECOMMENDATION:
Authorize the General Manager to execute a contract amendment with Ramtech in the
amount of $24,030, with a not to exceed amount of $180,965.
BACKGROUND:
In September of 2021, the District solicited professional services to conduct a
comprehensive assessment of the District's GIS server and integration challenges. Upon
the completion of that assessment, Ramtech recommended a scope of work to complete
the system upgrade.
In January of 2022, the Board approved a contract with Ramtech and District embarked
on the GIS migration project from ArcGIS 10.2 environment to 10.8/10.9 environment. At
that time, the project cost was $142,668 plus a 10% contingency, for a total contract
amount not to exceed $156,935.
Most recently, Ramtech submitted a change order request to recompile the source code
for the AutoUpdaters (AU) against the 10.8 environment. The AU is a third party software
component, ArcFM by Schneider Electric that would automatically populate the field with
x, y, latitude, longitude, address and with the TDPUD asset's facility identifier. Using AU
to automatically populate many of the fields in our data enables us to efficiently produce
the electrical designs and mapping edits without inaccuracies if done manually.

The original proposal anticipated the codes were contained by the District. Unfortunately,
those codes were not scripted with the original platform. Ramtech has been identified as
the preferred choice to write and integrate the source codes as part of the overall
integration and testing.
The change order authorization provides the following deliverables:
- Project plan for development of the source code for AU and its compilation
- Develop test plan and successfully complete user acceptance testing
- ArcFM Autoupdater configuration
- Job aid documenting any configuration activities

FISCAL IMPACT:
The FY22 Board approved budget for this project was estimated at $300,000. With the
current change order the project cost is $180,965.
