HomeMy WebLinkAbout8 Consideration to Adopt the 2022 Wildfire Mitigation Plan Presentation• Devastating wildfires throughout California have prompted electric utilities to take action • Identify areas that are susceptible to power -line ignited wildfires &take steps to prevent their occurrence • Senate Bill (SB) 901 took effect in September, 2018 • Directed all California electric utilities to develop Wildfire Mitigation Plans (WMP) related to power lines and equipment • SB 901 requirements for Public -Owned Utilities (POUs) • Annual WMP updates with presentations to governing bodies at a noticed public meeting for comment and approval • Initial third party auditor independent review to ensure compliance with applicable rules, regulations and standards • Comprehensive updates every three years (2023) • TDPUD WMP development timeline • Board workshops in March and June, 2019 • Board adoption of the District's initial WMP in July, 2019 • Board awarded contract to third party auditor in October, 2019 • Third party auditor Board presentation of findings in December, 2019 • Third party auditor confirmed the WMP complies with the intent of SB 901 • Revised WMP, including third party auditor recommendations, approved by the Board in May, 2020 and submitted to California Wildfire Safety Advisory Board (WSAB) by July 1, 2020 • 2021 WMP approved by Board in June, 2021, to WASB by July 1, 2022 • WASB guidance advisory opinion for POU's and District February, 2022 • 2022 WMP today • Summary of key changes in 2022 WMP • Responded to achievable WASB recommendations while working with POU community and WASB staff and board on future WMP's • Significantly increased the information in the Introduction including • Addition of a context setting matrix for the District • Addition of a summary of changes section to help direct review of the WMP and identify key sections • Updated progress on WMP current wildfire prevention mitigation projects and WMP metrics of wires down and fires caused by district equipment • 2021 had zero fires caused and six wires down (five in December storms + one caused by plane crash) • Summary of key changes in 2022 WMP Context Setting Information (Section 1) Included and updated the informational table to assist the Staff and Board member in understanding the unique characteristics of the District Introduction (Section 11.A) Included information about the WASB Advisory Opinion along with this summary of 2022 WMP changes. Policy Statement (Section II,C) Updated Mission Statement. District will continue to apply this WMP as though its service area resides exclusively in Tier 3 Resiliency of the Electric Grid (Section III,C) Included new project completed in 2021 to improve reliability and resiliency of service to Tahoe Forest Hospital Coordinating with Communication Infrastructure Providers (Section IV,C) Included information on the District's new Nixle emergency notification text platform Standardized Emergency Management System (Section IV,D ) Updated OES Program Manager for Nevada County Clarified the District's role for emergency management/communications within the well establish emergency management structure at the local, county, State, and Federal level Particular Risks and Drivers Associated with Topographic and Climatological Factors (Section VA) Added information regarding the District's climate work along with leveraging larger sister utilities and the scientific community • Summary of key changes in 2022 WMP (cont.) Automated Metering Infrastructure (Section VI,B) The addition of Operational Analytics to enhance our existing Meter Data Management System, (MDMS). Outage Management System (Section VI,C) The addition of NISC's OMS system to integrate with the Districts AMI, ESRI GIS and SCADA systems Customized communication for District customers. Metrics and Assumptions for Measuring Plan Performance (Section VIII,A): Updated Metric 1 for Fire Ignitions in 2022 Updated Metric 2 for Primary Wire Down in 2022. • There is no cost associated with approval of the 2022 WMP • Staff resource requirements to develop and maintain the Districts WMP and comply with the changing landscape and requirements of SB 901 have been significant • Notable and dramatic increase over the last few years in the amount of funds the District has spent on Vegetation Management activities • Direct cost of SB 901, in addition to future unfunded mandates, is unknown • Adopt the updated 2022 Wildfire Mitigation Plan, in substantially the same form as presented, and direct staff to submit the plan to the California Wildfire Safety Advisory Board by July 1, 2022.
