WHY THIS MATTER IS BEFORE THE BOARD The Board has directed staff to review the Miscellaneous Fee Schedule annually. 2. HISTORY The Miscellaneous Fees Schedule was last revised in 2010. Staff has reviewed these fees annually since then, but no changes were recommended. 3. NEW INFORMATION The existing Miscellaneous Fees Schedule, with 63 individual charges, is cumbersome and confusing for staff and customers. The proposed schedule would reduce the 63 various fees to only 29 fees with clearer descriptions. Additionally, the simplified schedule has been resorted by key words and consolidated. Only two fees are recommended to increase to reflect the actual cost of the District to provide those services: 1. The fee for replacing a poly phased meter is recommended to increase from $685 to $725; and 2. The fee for resealing an electric meter is recommended to increase from $100 to $115. However, a first occurrence of resealing the meter in a three-year period is recommended to be at no charge, since most seals are broken accidentally. Two fees are recommended to be reduced: 1. After-hours call outs are currently $365 and are proposed to be at no charge. The customer after-hours requests are scrutinized by the on -call employee before responding to ensure the problem is not on the customers' side of the service, such as a tripped circuit breaker. 2. The special meter reads are currently $35 and are proposed to be reduced to $30. The District's meter reading systems are becoming more automated and efficient. Attachment 1 is the proposed Miscellaneous Fees Schedule. Attachment 2 is the schedule of proposed retired fees. Attachment 3 is the existing Miscellaneous Fees Schedule. 4. FISCAL IMPACT Changes to the Miscellaneous Fee Schedule are not expected to be material to the District. 5. RECOMMENDATION Provide feedback and direct staff to schedule a public hearing on the adoption of the Miscellaneous Fee Schedule for the June 5, 2013 Board meeting.
