Owners of vacant lots incur standby charges because they benefit from the location of
the District's electric and water lines. This annual charge helps pay for the vacant
parcel owners' share of the District's operating and maintenance expenses. Standby
rates have not been modified in many years, and there are no proposed changes at
this time.
