WHY THIS MATTER IS BEFORE THE BOARD A public hearing is required to comply with SB1307. 2. HISTORY The California Health and Safety Code mandates that a Public Health Goal Report be prepared every three years. This report is required for all water systems with more than 10,000 service connections. The report is intended to provide information to the public in addition to the Annual Water Quality Reports which are available to each customer. Our last report was prepared on March 10, 2009. M1ZIWITAI'1;101NLTi1_11Ilei L The Public Health Goal Report has been completed and is included as Attachment 1. The State law requires that a public hearing be held for the purpose of accepting public comment on the Report. TDPUD water system complies with all of the health - based drinking water standards and maximum contaminants levels as required by the California Department of Public Health and United States Environmental Protection Agency. The Public Health Goals Report contains the following: • The TDPUD water system meets all the Maximum Contaminant Level (MCL) standards; • When setting Public Health Goals, the California Office of Environmental Health Hazard Assessment does not take financial cost nor technology into account when setting a goal; • The report covers the three-year period 2010, 2011, and 2012 of annual testing from distribution and source waters; • There are 97 constituents that have Public Heath Goals or Maximum Contaminants Level Goal (MCLG); • The District only has one constituent that was found to be over the PHG or MCLG which was arsenic; and • The health hazards associated with these goals have not scientifically been proven. 4. FISCAL IMPACT There is no direct fiscal impact associated with this action. 5. RECOMMENDATION Schedule a public hearing at, or about, 6:00 PM for the June 5, 2013 regular Board meeting to accept and respond to public comment on the Public Health Goal Report. Michael D.
