WHY THIS MATTER IS BEFORE THE BOARD Only the Board can accept the Public Health Goals Report. 2. HISTORY State law mandates that a report be prepared every three years to inform the public of any water system contaminates that are under the Maximum Contaminate Levels (MCL), but over the Office of Environmental Health Hazard Assessment, Public Health Goals. The Public Health Goals Report has been completed and is included as Attachment 1. The Board set a Public Hearing date on May 1, 2013 for the June 5, 2013 regular Board meeting. The Public Hearing was advertised in the Sierra Sun on May 22, 2013. 3. NEW INFORMATION The State mandated Public Hearing portion of the Public Health Goals Report to receive written and oral input was held earlier this evening. The Public Health Goal Report contains the following: • The TDPUD water system meets all the Maximum Contaminant Level (MCL) standards; • When setting Public Health Goals, the California Office of Environmental Health Hazard Assessment does not take financial cost nor technology into account when setting a goal; • The report covers a three-year period of annual testing from distribution and source waters; • The Public Health Goals Report is required if any one sample in a three-year period is over the public health goal standard; • There are 97 constituents that have Public Health Goal levels; • The District only has one constituent that was found to be over the Public Health Goal: arsenic; and • The health hazards associated with not meeting these goals have not scientifically been proven. 4. FISCAL IMPACT There is no direct fiscal impact associated with this action. 5. RECOMMENDATION Accept the Public Health Goals Report. Michael D. Holley General Manager / Water Utility Manager
